FIRST-INSTANCE JURISDICTION OVER CRIMINAL CASES OF THE PROVINCIAL PEOPLE’S COURTS FROM 2026
On 10 December 2025, the Chief Justice of the Supreme People’s Court and the Chief Procurator of the Supreme People’s Procuracy jointly promulgated Joint Circular No. 03/TTLT-TANDTC-VKSNDTC, providing regulations on the first-instance jurisdiction over criminal cases of the provincial People’s Courts and the coordination in transferring cases during the adjudication stage in accordance with the Criminal Procedure Code.
AUTHORITY OF THE PEOPLE’S PROCURACY IN REVIEWING AND COLLECTING EVIDENCE IN PUBLIC-INTEREST CIVIL CASES
The Supreme People’s Procuracy has recently held a signing ceremony for Inter-Joint Circular No. 09, providing guidance on the implementation of Resolution No. 205/2025/QH15 dated 24 June 2025 of the National Assembly on the pilot program authorizing the People’s Procuracy to initiate civil proceedings to protect the civil rights of vulnerable groups or to safeguard public interests (Resolution No. 205).
PROMULGATION OF A DECREE GUIDING THE LAW ON PERSONAL DATA PROTECTION PRIOR TO 01 JANUARY 2026
The Prime Minister of the Government, Mr. Pham Minh Chinh, has signed Decision No. 2623/QD-TTg dated 29 November 2025 promulgating the Plan for the implementation of the Law on Personal Data Protection. This move demonstrates the Government’s strong determination to ensure that the Law, which was passed by the 15th National Assembly at its 9th Session (on 26 June 2025) and will take effect from 01 January 2026, is implemented in a timely, consistent, and effective manner in practice.
REGULATIONS ON HARDWARE PRODUCTS ELIGIBLE FOR PREFERENTIAL TREATMENT IN CONTRACTOR SELECTION FROM 1 JANUARY 2026
On 15 November 2025, the Minister of Science and Technology signed and promulgated Circular No. 34/2025/TT-BKHCN, providing regulations on digital technology products and services eligible for preferential treatment in contractor selection for the leasing and procurement of digital technology products and services using state budget funds.
