On 12th December 2025, the Government issued Decree No. 318/2025 detailing the implementation of a number of provisions of the 2025 Law on Employment concerning labour registration and the labour market information system. This marks an important step toward modernising labour administration, supporting policy formulation, and promoting the integrated development of the labour market nationwide.
Accordingly, three groups of subjects required to carry out labour registration are clearly identified.
(1) The first group comprises employees who are subject to compulsory social insurance participation in accordance with the 2024 Law on Social Insurance.
(2) The second group includes persons who are currently employed but are not subject to compulsory social insurance participation.
(3) The third group consists of unemployed persons, namely those who are out of job, are seeking work, and are ready and willing to work.
Cadres, civil servants, public employees, and members of the People’s Armed Forces are not required to carry out labour registration or make adjustments to labour registration information in accordance with Decree No. 318/2025/ND-CP.

A notable new point of the Decree is the clear allocation of declaration responsibilities.
Employees are responsible for self-declaring information and shall bear legal responsibility for the truthfulness and accuracy of the declared information. Employers are required to collect, provide, and fully update employee information upon recruitment, during changes, or upon termination of the employment relationship.
Pursuant to Article 4 of Decree No. 318/2025/ND-CP, labour registration information includes the following:
(1) Basic information of the employee, including: full birth name; personal identification number; date of birth; gender; ethnicity; and current place of residence (permanent residence or temporary residence).
(2) Information related to general education, vocational education, higher education, national vocational skill certificates, and other certificates, including:
a) Information on the highest level of general education attained;
b) Information on the level and field of training attained in vocational education and higher education;
c) Information on national vocational skill certificates obtained;
d) Other certificates.

(3) Information on employment status and employment needs, including:
a) Information on the current job, including: position; job title; occupation; type of employment contract; and workplace;
b) Information on the employer, including: employer’s name; identification code; type of entity; head office address; and economic sector;
c) Information on unemployment status, including: duration of unemployment and reasons for unemployment;
d) Information on employment needs, namely information on the desired job, including: occupation; type of contract; salary level and benefits; and workplace.
(4) Information on social insurance and unemployment insurance, including:
a) Information on participation in social insurance and unemployment insurance contributions, including: social insurance number; type of insurance scheme; and type of social insurance;
b) Information on receipt of social insurance and unemployment insurance benefits, including: type of benefit and period of entitlement.
(5) Information on personal characteristics and special circumstances, including:
a) Information on persons with disabilities;
b) Information on persons belonging to poor households, near-poor households, or households subject to land recovery;
c) Information on relatives of persons with meritorious services to the revolution;
d) Information on persons who have completed military service or service in the People’s Public Security Forces.
