In June 2026, a number of new policies and regulations officially came into effect, further contributing to the improvement of the legal framework, enhancing the effectiveness and efficiency of state administration, and meeting the requirements of socio-economic development in the new period. These newly enacted legal normative documents primarily focus on the areas of education, marriage and family, private sector development, digital transformation, and the promotion of innovation.

Addition of VAT-Exempt Subjects Effective from 20 June 2026
The Government issued Decree No. 144/2026/ND-CP dated 5 May 2026, amending and supplementing a number of provisions of Decree No. 181/2025/ND-CP dated 1 July 2025, which provides detailed regulations for the implementation of certain provisions of the Law on Value-Added Tax, as amended and supplemented by Decree No. 359/2025/ND-CP dated 31 December 2025.
Specifically, Decree No. 144/2026/ND-CP supplements Clause 3a immediately after Clause 3 of Article 4 of Decree No. 181/2025/ND-CP concerning goods and services not subject to value-added tax (VAT), as follows:
“3a. Life insurance, health insurance, student insurance, and other insurance services relating to individuals; livestock insurance, crop insurance, and other agricultural insurance services; insurance for vessels, boats, equipment, and other necessary tools directly serving fisheries exploitation activities; reinsurance in accordance with the laws on insurance business; insurance for petroleum works and facilities, petroleum equipment, and foreign-flagged oil storage vessels leased by petroleum contractors or foreign subcontractors for operations in Vietnam’s maritime zones and overlapping maritime areas placed under a joint development regime pursuant to agreements between Vietnam and adjacent or opposite coastal states.”
The above regulation shall take effect on 20 June 2026.

Penalties for Encroachment, Occupation, and Unlawful Use of Forest Environment Effective from 25 June 2026
The Government has issued Decree No. 146/2026/ND-CP dated 6 May 2026 on administrative sanctions in the forestry sector. Notably, the Decree introduces regulations on penalties for acts of encroaching upon, occupying, and unlawfully using forest environments.
Specifically, the Decree provides for fines of up to VND 80 million for acts of forest encroachment and occupation. In addition, fines ranging from VND 4 million to VND 6 million may be imposed for organizing sightseeing or tourism activities in forests without prior authorization, among other violations.
This Decree shall take effect on 25 June 2026.
Standards for Halal Products and Services
Decree No. 127/2026/ND-CP on quality management and policies for the development of Halal products and services took effect on 1 June 2026. The Decree provides for standards applicable to Halal products and services as follows:
National standards for Halal products and services shall be developed, promulgated, and applied in accordance with the laws on standards and technical regulations. The process of developing and revising national standards for Halal products and services must ensure the participation of representatives of the Ministry of Ethnic and Religious Affairs and Muslim experts with professional knowledge of Halal requirements during the consultation and appraisal of relevant contents.
The application of international, regional, and foreign standards for Halal products and services shall be carried out as follows:
- For the production of Halal products and services for export: manufacturing establishments shall apply Halal standards in accordance with the requirements, agreements, or contracts entered into with importing organizations or individuals;
- For the production or importation of Halal products and services for domestic consumption: manufacturing or importing establishments shall apply national standards, standards of international organizations of which Vietnam is a member or with which Vietnam has mutual recognition arrangements, international standards, regional standards, or national standards of Islamic countries relating to Halal products and services.
Organizations and individuals engaged in production and business activities are encouraged to develop and publish their own internal standards for Halal products and services in cases where no corresponding national standards, international standards, regional standards, or national standards of Islamic countries exist. Such internal standards must be consistent with the general principles and requirements of widely recognized international and regional Halal standards.
The standards applied to Halal products and services pursuant to the above provisions must not contravene the laws of Vietnam.
