Monthly Salary for Procurement Consulting Experts from July 1, 2026

Specifically, Clause 1 Article 3 of Circular No. 7/2026/TT-BNV stipulates that the monthly salary applicable to consulting experts working a full 26 days per month is divided into four different levels depending on qualifications, experience, and positions undertaken in the bidding package. Among them, the highest level is Level 1, with a salary of up to VND 70,000,000 per month.

Accordingly, the monthly salary applicable to consulting experts working a full 26 days per month is regulated as follows:
- Level 1: not exceeding VND 70,000,000 per month in any of the following cases: a consulting expert holding a university degree with qualifications relevant to the consulting field and having at least 15 years of experience in the relevant consulting specialty; or a consulting expert holding a master’s degree or higher with qualifications relevant to the consulting field and having at least 8 years of experience in the relevant consulting specialty; or a consulting expert serving as the Head of the Consulting Team or taking the lead in organizing and managing the consulting bidding package.
- Level 2: not exceeding VND 55,000,000 per month in any of the following cases: a consulting expert holding a university degree with qualifications relevant to the consulting field and having from 10 to under 15 years of experience in the relevant consulting specialty; or a consulting expert holding a master’s degree or higher with qualifications relevant to the consulting field and having from 5 to under 8 years of experience in the relevant consulting specialty; or a consulting expert taking the lead in implementing one or several items under the consulting bidding package.

- Level 3: not exceeding VND 40,000,000 per month in any of the following cases: a consulting expert holding a university degree with qualifications relevant to the consulting field and having from 5 to under 10 years of experience in the relevant consulting specialty; or a consulting expert holding a master’s degree or higher with qualifications relevant to the consulting field and having from 3 to under 5 years of experience in the relevant consulting specialty.
- Level 4: not exceeding VND 30,000,000 per month in any of the following cases: a consulting expert holding a university degree with qualifications relevant to the consulting field and having under 5 years of experience in the relevant consulting specialty; or a consulting expert holding a master’s degree or higher with qualifications relevant to the consulting field and having under 3 years of experience in the relevant consulting specialty.
Notably, for projects and works of large scale, involving complex techniques, advanced technology, requiring experts with highly specialized technical qualifications, or involving difficult working conditions in remote and isolated areas, the investor or procuring entity may determine salary levels higher than the standard prescribed levels. However, the maximum salary may not exceed 1.5 times the corresponding level stipulated in Article 3 of this Circular.
The Circular also clearly stipulates that the above salary levels are maximum amounts and already include salaries for public holidays and Tet holidays, as well as social insurance, health insurance, unemployment insurance contributions, and personal income tax obligations payable by employees in accordance with current laws.
