On February 24, 2026, the Government issued Resolution 30/NQ-CP on the Government's Action Program to implement Resolution 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture. This is a noteworthy content aimed at implementing the Action Program according to Resolution 80-NQ/TW on the development of Vietnamese culture in the new period.

According to Resolution 30/NQ-CP issued by the Government, institutionalizing the Politburo's policy is identified as a key task, including a proposal to amend the Labor Code to add a new public holiday. The chosen date is November 24th annually - Vietnam Culture Day, with the aim of giving workers a day off with full pay.
Sub-section 2, Section II of the Action Program accompanying Resolution 30/NQ-CP outlines the following content regarding the improvement of institutions to create strategic breakthroughs and unlock resources for cultural development:
- Developing a Resolution of the 16th National Assembly on some solutions for the development of Vietnamese culture:
(i) a group of regulations on public-private partnership models for cultural and sports institutions (public investment - private management, private investment - public use, etc.); establishing a Culture and Arts Fund based on a public-private model;
(ii) A group of regulations on financial priority for 03 breakthrough areas: training and rewarding talents in the fields of culture and arts; applying science and technology and digital transformation in the field of culture; commissioning creative works and artistic projects with high ideological value;
(iii) A group of regulations on discovering, training, nurturing, valuing, and promoting talents in culture, arts, and sports; policies to appropriately reward artisans and folk artists;
(iv) Regulations on "Vietnamese Culture Day" entitling employees to paid leave, amending and supplementing Clause 1, Article 112 of the Labor Code.

If the proposal to add a Vietnamese Culture Day is approved by the National Assembly, from 2026 onwards, workers nationwide will have an additional paid holiday, bringing the total number of public holidays and Tet (Lunar New Year) holidays to 12. This is considered a positive change, contributing to improving the spiritual life of workers, creating conditions for them to have more time to rest, regenerate their energy, and participate in cultural and social activities.
