Notable new policies effective from the beginning of March 2026 include:
(i) Investment Law 2025
(ii) Bankruptcy and Recovery Law 2025
(iii) Law on Supervisory Activities of the National Assembly and People's Councils 2025
(iv) Artificial Intelligence Law 2025
(v) Law on Protection of State Secrets 2025
(vi) Planning Law 2025
Roadmap for applying automobile emission standards:
Decision 43/2025/QD-TTg stipulates the roadmap for applying national technical standards on emissions for automobiles participating in road traffic, effective from March 1, 2026.
Accordingly:
- Cars manufactured before 1999: Level 1 will apply from March 1, 2026.
- Cars manufactured from 1999 – 2016: Level 2 will apply from March 1, 2026.
- Cars manufactured from 2017 – 2021: Level 3 will apply from March 1, 2026; in Hanoi and Ho Chi Minh City, Level 4 will apply from January 1, 2027.
- Cars manufactured from 2022 onwards: Level 4 will apply from March 1, 2026 and Level 5 from January 1, 2032; in Hanoi and Ho Chi Minh City, Level 5 will apply from January 1, 2028.
Furthermore, from January 1, 2029, vehicles circulating in Hanoi and Ho Chi Minh City must meet emission standards of Level 2 or higher.
Investment incentives from March 1, 2026:
The 2025 Investment Law (Law No. 143/2025/QH15), effective from March 1, 2026, stipulates investment incentives including:
- Corporate income tax incentives (lower tax rates, tax exemptions or reductions).
- Exemption from import tax on goods creating fixed assets and raw materials, supplies, and components for production.
- Exemption or reduction of land use fees, land lease fees, and land use tax.
- Accelerated depreciation, increased deductible expenses when calculating taxable income.
- Other incentives as prescribed by the Government.

Contents of the Decision declaring a business bankrupt:
The Bankruptcy Recovery Law 2025 (effective from March 1, 2026) stipulates that the Court's decision declaring bankruptcy must include the following main contents:
- Information on the Court and Judge handling the bankruptcy procedure.
- Information on the business or cooperative declared bankrupt.
- Grounds for declaring bankruptcy.
- Termination of business operations, suspension of transactions, termination of interest calculation obligations, and settlement of employee rights.
- Termination of the authority of the business representative.
- Debt recovery and handling of secured assets.
- Sale of remaining assets and distribution of assets in the order prescribed by law. - Regulations prohibiting certain individuals from holding office after a business is declared bankrupt.
The above are the prominent new policies effective from the beginning of March 2026.
