Identification Codes in the Construction Activity Information System Effective from 1 July 2026
Accordingly, identification codes in the Construction Activity Information System shall be regulated as follows:
- Each urban and rural planning scheme, construction investment project, construction work, organization, and individual participating in construction activities shall be assigned a unique identification code generated within the Construction Activity Information System to ensure consistency and synchronization in the management, exploitation, and use of data.
- An identification code is a mandatory data element that shall be generated upon the creation or updating of data and information in the Construction Activity Information System and shall be used consistently throughout the lifecycle of the managed entity.

The outcomes of administrative procedures at subsequent stages relating to urban and rural planning, construction investment projects, and construction works shall bear the identification code generated pursuant to Clause 2 of this Article, in accordance with the prescribed templates for administrative procedure outcomes under the laws on construction activity management, construction quality management, construction execution and maintenance of construction works, construction investment cost management, and construction contracts.
The dossiers accompanying the administrative procedure outcomes referred to in Clause 3 of this Article shall be uploaded to and updated in the Construction Activity Information System in accordance with regulations issued by the Minister of Construction.
Competent state authorities, specialized construction authorities, and relevant organizations and individuals shall, when developing and promulgating administrative procedure processing workflows, incorporate a step for generating identification codes and entering and updating data relating to urban and rural planning, construction investment projects, construction works, construction norms, construction prices, construction price indices, professional qualifications and capacities for construction practice, and other areas requiring data collection and creation, ensuring compliance with the provisions of this Decree and other relevant laws.
