From 01 July 2026, pursuant to Decree No. 162/2026/ND-CP, pension benefits and social insurance allowances shall be increased by 8%.

The Government has promulgated Decree No. 162/2026/ND-CP dated 15 May 2026 on adjustments to pensions, social insurance allowances, and monthly benefits.
09 Groups of Beneficiaries Subject to Application
This Decree provides for adjustments to pensions, social insurance allowances, and monthly benefits applicable to persons who were receiving pensions, social insurance allowances, or monthly benefits prior to 01 July 2026, including (*):
a) Officials, civil servants, workers, public employees, and employees (including persons with periods of participation in voluntary social insurance schemes and persons receiving pensions from the Nghe An Farmers’ Social Insurance Fund transferred to the voluntary social insurance scheme pursuant to Decision No. 41/2009/QD-TTg on the transfer of Nghe An farmers’ social insurance to voluntary social insurance); military personnel, public security officers, and cipher personnel currently receiving monthly pensions.
b) Commune, ward, and township officials as prescribed under Decree No. 33/2023/ND-CP on commune-level officials, civil servants, and part-time workers at commune level, villages, and residential groups; Decree No. 34/2019/ND-CP amending and supplementing certain provisions concerning commune-level officials, civil servants, and part-time workers at commune level, villages, and residential groups; Decree No. 92/2009/ND-CP on titles, staffing levels, and policies applicable to commune, ward, and township officials and civil servants and part-time workers at commune level; Decree No. 121/2003/ND-CP on policies applicable to commune, ward, and township officials and civil servants; and Decree No. 09/1998/ND-CP amending and supplementing Decree No. 50/CP dated 26 July 1995 of the Government on subsistence allowances for commune, ward, and township officials who are currently receiving pensions or monthly allowances.
c) Persons currently receiving monthly working capacity loss allowances in accordance with law; persons currently receiving monthly allowances under Decision No. 91/2000/QD-TTg on allowances for persons who had reached working age limit upon cessation of monthly working capacity loss allowances; Decision No. 613/QD-TTg dated 06 May 2010 on monthly allowances for persons having from full 15 years to under 20 years of actual working service who had exhausted the entitlement period for working capacity loss allowances; and rubber workers currently receiving monthly allowances under Decision No. 206-CP dated 30 May 1979 of the Council of Government on policies applicable to newly liberated workers engaged in arduous and hazardous occupations who, due to old age and poor health, were required to cease working.
d) Commune, ward, and township officials currently receiving monthly allowances under Decision No. 130-CP dated 20 June 1975 of the Council of Government supplementing policies and benefits applicable to commune officials, and Decision No. 111-HDBT dated 13 October 1981 of the Council of Ministers amending and supplementing certain policies and benefits applicable to commune and ward officials.
đ) Military personnel currently receiving monthly allowances under Decision No. 142/2008/QD-TTg on implementation of policies applicable to military personnel who participated in the resistance war against the United States for national salvation and had less than 20 years of service in the military before demobilization or discharge to localities, as amended and supplemented by Decision No. 38/2010/QD-TTg and Decision No. 22/2025/QD-TTg.

e) Public security officers and personnel currently receiving monthly allowances under Decision No. 53/2010/QD-TTg providing for policies applicable to officers and soldiers of the People’s Public Security forces who participated in the resistance war against the United States and had less than 20 years of service in the People’s Public Security forces before resignation, discharge, or demobilization to localities.
g) Military personnel, public security personnel, and cipher personnel receiving salaries equivalent to those applicable to military and public security personnel who are currently receiving monthly allowances under Decision No. 62/2011/QD-TTg on policies applicable to persons participating in wars for national defense, performing international duties in Cambodia, and assisting Laos after 30 April 1975, who had been demobilized, discharged, or ceased working, as amended and supplemented by Decision No. 22/2025/QD-TTg.
h) Persons currently receiving monthly occupational accident or occupational disease allowances.
i) Persons currently receiving monthly allowances as prescribed in Article 23 of the Law on Social Insurance No. 41/2024/QH15.
Persons specified at Points a, b, c, d, dd, e, and g above who commenced receiving pensions, social insurance allowances, or monthly benefits prior to 01 January 1995 (including persons who had ceased receiving working capacity loss allowances prior to 01 January 1995 and subsequently continued receiving allowances pursuant to Decision No. 91/2000/QD-TTg and Decision No. 613/QD-TTg), and whose pensions, social insurance allowances, or monthly benefits remain below VND 3,800,000 per month after such adjustment, shall continue to be entitled to additional adjustment in accordance with this Decree.

Effective Date and Adjustment Rate
From 01 July 2026, pensions, social insurance allowances, and monthly benefits of the beneficiaries specified above shall be increased by an additional 8% based on the pension, social insurance allowance, or monthly benefit amount payable in June 2026.
From 01 July 2026, persons currently receiving pensions, social insurance allowances, or monthly benefits as prescribed in (**) whose post-adjustment entitlement remains lower than VND 3,800,000 per month shall be further adjusted as follows:
- An additional increase of VND 300,000 per person per month shall apply to persons whose entitlement level is equal to or lower than VND 3,500,000 per month;
- The entitlement level shall be increased to VND 3,800,000 per person per month for persons whose entitlement level is higher than VND 3,500,000 per month but lower than VND 3,800,000 per month.
The adjusted pension, social insurance allowance, and monthly benefit amounts mentioned above shall serve as the basis for calculating subsequent adjustments to pensions, social insurance allowances, and monthly benefits in future adjustment periods.
