On 10 November 2025, the Government promulgated Decree No. 293/2025/NĐ-CP prescribing the minimum wage applicable to employees working under labour contracts. This Decree shall take effect on 01 January 2026 and replaces Decree No. 74/2024/NĐ-CP.

The Decree provides for the monthly minimum wage and hourly minimum wage applicable to employees working for employers in each region as follows:

Accordingly, the above minimum wage levels represent an increase of VND 250,000 - 350,000 per month (equivalent to an average increase of 7.2%) compared with the minimum wages currently in force under Decree 74/2024/NĐ-CP.

Pursuant to the Decree, the application of regional wage areas is determined based on the employer’s place of operation, specifically:
- An employer operating in a given region shall apply the minimum wage prescribed for that region.
- Where an employer has units or branches operating in different regions with different minimum wage levels, each unit or branch shall apply the minimum wage of the region in which it operates.
- Employers operating in industrial parks, export processing zones, high-tech parks, or centralized digital technology zones spanning multiple regions with different minimum wage levels shall apply the highest minimum wage level among those regions.
- Employers operating in areas that undergo a change of administrative name or division shall temporarily apply the minimum wage of the area prior to the change until new regulations are issued by the Government.
- Employers operating in areas newly established from one or more regions with different minimum wage levels shall apply the highest minimum wage level among those regions until new regulations are issued by the Government.

Notes: According to Clauses 1 and 2, Article 4 of Decree 293/2025/NĐ-CP:
- The monthly minimum wage is the lowest wage used as the basis for negotiating and paying employees who receive wages on a monthly basis. The wage corresponding to the employee’s job or position - when the employee works sufficient normal working hours in the month and fulfills the agreed labour norms - must not be lower than the monthly minimum wage.
- The hourly minimum wage is the lowest wage used as the basis for negotiating and paying employees who receive wages on an hourly basis. The wage corresponding to the employee’s job or position - when the employee works for one hour and fulfills the agreed labour norms - must not be lower than the hourly minimum wage.
Decree 293/2025/NĐ-CP on minimum wages applicable to employees working under labour contracts shall take effect from 01 January 2026.
