On October 27, 2025, the Government issued Decree 280/2025/ND-CP amending Decree 23/2015/ND-CP on issuing copies from originals, certifying copies from originals, certifying signatures and certifying contracts and transactions, amended by Decree 07/2025/ND-CP.

Decree 280/2025/ND-CP amended and supplemented a number of regulations on issuing copies from original books, certifying copies from originals, certifying signatures and certifying contracts and transactions as follows:
- Amending and supplementing clauses 2, 3, 4 and 9, Article 2 of Decree 23/2015/ND-CP amended by Decree 07/2025/ND-CP as follows:
+ "Certification of copies from originals" means that the competent agency, organization or person as prescribed in this Decree, based on the original, certifies that the copy is true to the original.
+ “Signature certification” means that the competent agency, organization or person as prescribed in this Decree certifies the signature in the document or paper as the signature of the person requesting the certification.
+ “Transaction certification” means that the competent person as prescribed in this Decree certifies the time and place of the conclusion of the civil transaction, civil capacity, voluntary will, signature or fingerprint of the parties participating in the civil transaction.
+ “The person performing the certification” means the Chairman of the People’s Committee of the commune, ward or special zone (hereinafter referred to as the People’s Committee at the commune level); the person authorized or assigned to perform the certification task as prescribed in Clause 2, Article 5 of this Decree; the notary of the Notary Office, Notary Office (hereinafter referred to as the notary practice organization); the diplomatic officer, consular officer of the diplomatic representative agency, consular representative agency and other agencies authorized to perform consular functions of Vietnam abroad. (hereinafter referred to as the Representative Agency).
- Add Clause 8 and Clause 9 to Article 9 of Decree 23/2015/ND-CP on the obligations and rights of the person performing the authentication as follows:
+ The person requesting the authentication shall not be required to submit or present the original or a copy of the documents and papers that have been integrated on VNeID when the person requesting the authentication has presented the corresponding information from VNeID.
+ In case the person requesting the authentication requests and the person performing the authentication can exploit information and documents from the National Population Database or other databases as prescribed by law, the person performing the authentication shall be responsible for exploiting information and documents from these databases, and shall not be required to present the original, a copy from the original book or a certified copy of the exploited information and documents.
