On September 9, 2025, the Government issued Resolution 273/NQ-CP on the regular Government meeting in August 2025, which mentioned the task of promoting trade promotion, expanding and diversifying markets, exported goods and supply chains.

Accordingly, the Government requests ministries, agencies and localities to focus on implementing the following tasks:
(1) Ministries, agencies and localities, according to their assigned functions, tasks and powers, shall strengthen trade promotion, stimulate consumption, promote the distribution of goods through digital platforms and e-commerce; actively respond to the Campaign "Vietnamese people prioritize using Vietnamese goods"; boost exports, especially for key products with competitive advantages and to large and potential markets.
(2) The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to:
- Promote trade promotion, effectively exploit signed free trade agreements (FTAs), promptly conclude negotiations and sign new FTAs with potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Pakistan, Brazil, etc. Promote negotiations and sign 02 FTAs between Vietnam and MERCOSUR and GCC by the end of 2025.
- Organize the Autumn Fair in 2025, Tet Fair, Spring Fair in 2026, etc. after the conclusion of the National Achievement Exhibition at the National Exhibition Center and organize an international tourism fair combined with trade in Ho Chi Minh City to stimulate consumption.
- Focus on advising and proposing to the Government to effectively implement the tasks assigned in Resolution 70-NQ/TW dated August 20, 2025 of the Politburo. Grasp the situation, proactively take measures to ensure adequate supply of gasoline, oil, and electricity for production and business, and the lives of businesses and people, and avoid shortages in any situation.

(3) The Ministry of Finance shall preside over and coordinate with agencies and localities to urgently complete the Government's Resolution on comprehensive solutions to promptly and effectively respond to US tariffs in accordance with the Prime Minister's direction in Official Dispatch 159/CD-TTg dated September 7, 2025.
(4) The Ministry of Foreign Affairs shall direct Vietnamese representative agencies abroad to support the promotion of Vietnamese national brand products at events and economic diplomacy activities; research and propose solutions to enhance the practicality, effectiveness and spreading value of Vietnam Weeks and Days abroad.
(5) The Ministry of Agriculture and Environment shall coordinate with ministries, agencies and localities to monitor policies of countries and developments in the world market to open up markets for agricultural goods, provide information and guidance for businesses and farmers to proactively prepare to meet market conditions and boost exports.
(6) The Ministries of Industry and Trade, Finance, Health, Agriculture and Environment, ministries and specialized management agencies, according to their assigned functions, tasks and powers, shall strengthen inspection, control and supervision of import and export activities, the issuance of certificates of origin, and combat smuggling and trade fraud; enhance digitalization and minimize administrative procedures related to import and export; exchange customs data with other countries; complete by September 2025 the research and proposal of a fast and convenient customs clearance mechanism for enterprises in exporting agricultural, forestry and fishery products.
