Guidelines for implementing Decree 232 on the management of gold trading activities.

On October 9, 2025, the Governor of the State Bank issued Circular 34/2025/TT-NHNN guiding the implementation of Decree 24/2012/ND-CP on management of gold trading activities, amended and supplemented by Decree 232/2025/ND-CP.

This Circular provides guidance on the issuance, amendment, supplementation and revocation of Certificates and Licenses for gold jewelry and fine art production, gold bar trading, gold bar production, gold import and export activities; the issuance of gold export and import limits; the connection and provision of information of enterprises and credit institutions engaged in gold trading and the reporting regime as prescribed in Decree 24/2012 of the Government on the management of gold trading activities, amended and supplemented by Decree 232/2025.

In particular, the dossier for requesting a License to buy and sell gold bars includes:

- Application for a License to buy and sell gold bars according to the form in Appendix No. 02 issued with Circular 34/2025.

- List of locations registered as locations for buying and selling gold bars (head office, branches, business locations).

- Certificate of registration of branch operation (for enterprises); document showing the registered location as a business location for buying and selling gold bars according to the list in Clause 2, Article 4 of Circular 34/2025 which has been notified to the competent business registration authority in accordance with the provisions of law.

- Confirmation from the tax authority on the amount of tax paid for gold trading activities in the previous 2 (two) consecutive years for enterprises.

Circular 34/2025/TT-NHNN takes effect from October 10, 2025.

New regulations on projects applying Build-Transfer contracts

On October 8, 2025, the Government issued Decree 257/2025/ND-CP guiding the implementation of projects applying the Build-Transfer contract type.

Decree 257/2025 details a number of articles of the Law on Investment under the public-private partnership method on the implementation of projects applying the Build-Transfer contract type (BT projects), including:

- Article 11 on the process of implementing BT projects;

- Article 42 on methods and standards for evaluating bidding documents;

- Point a, Clause 2a, Article 45 on BT projects paid by land fund;

- Point b, Clause 2a, Article 45 on BT projects paid by the state budget.

In which, the content of BT project contracts paid by the state budget is stipulated.

Specifically, the BT project contract paid by the state budget includes the contents according to the Government's regulations detailing a number of articles of the Law on Investment under the public-private partnership method and the following contents:

- Basis for using public investment capital allocated in the medium-term and annual public investment plan; state budget sources collected after auctioning land funds and public assets that have been accounted for in revenue and expenditure and authorized by competent authorities to be used to pay for BT projects.

- Payment value by state budget (public investment capital or state budget sources collected after auctioning land funds and public assets) to investors and project enterprises (if any).

- Progress of completion of construction items, BT project works and transfer of BT project works to competent authorities.

- Payment conditions and responsibilities for carrying out procedures for acceptance of completed volume, settlement, submission of payment request documents and settlement of completed BT project works.

- Principles for handling when one of the contracting parties violates the commitment on construction progress, payment, and transfer of BT project works, leading to the arising of loan interest costs and other arising costs (if any) according to the provisions of law.

Sample contract for performing duties of civil servants

The Minister of Home Affairs issued Circular 16/2025/TT-BNV dated October 2, 2025 guiding the sample contract for performing duties of civil servants.

Accordingly, Circular 16/2025 promulgates the sample service contract with individuals (Appendix I), sample labor contract (Appendix II) and sample service contract with legal entities (Appendix III) to perform the duties of civil servants according to the provisions of Decree 173/2025/ND-CP of the Government on contracts for performing duties of civil servants.

Circular 16/2025/TT-BNV takes effect from November 16, 2025.

The form of contract, type of contract and term of signing the contract to perform the duties of civil servants are stipulated in Article 6 of Decree 173/2025.

In particular, the determination of the term of signing the contract is implemented as follows:

- The term of signing the contract must be based on the task, including: the nature of the task (unscheduled, annual plan, long-term or short-term); the need to use human resources; financial conditions for performing the task; the ability to meet the requirements of performing the task;

- The term of signing the service contract is determined according to the work and implemented according to the provisions of the law on civil affairs, clearly defined in the contract. The term of the contract is decided by the person with the authority to sign the contract to ensure compliance with the implementation principles prescribed in Article 3 of this Decree;

- The term of signing the labor contract shall not exceed 24 months;

 - Do not sign indefinite-term contracts in the cases specified in Article 5 of Decree 173/2025.

Expected 6 socio-economic regions according to the National Master Plan

On October 5, 2025, the Government issued Resolution 306/NQ-CP adjusting the National Master Plan for the 2021-2030 period with a vision to 2050.

Accordingly, the content of the adjustment of the National Master Plan for the 2021-2030 period with a vision to 2050 was approved for submission to the National Assembly for consideration and decision with the main contents as attached Appendix.

Specifically, organizing the country's development space into 06 socio-economic regions; building an organizational model and regional coordination mechanism to implement intra-regional linkages and promote linkages between regions, improving the efficiency of resource use.

- The Northern midland and mountainous region includes 9 provinces: Lang Son, Cao Bang, Thai Nguyen, Tuyen Quang, Phu Tho, Lao Cai, Lai Chau, Dien Bien, Son La;

- The Red River Delta includes 6 provinces and cities: Hanoi, Hai Phong, Ninh Binh, Hung Yen, Bac Ninh, Quang Ninh;

- The North Central region includes 5 provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue;

- The South Central Coast and Central Highlands region includes 6 provinces and cities: Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong;

- The Southeast region includes 3 provinces and cities: Ho Chi Minh City, Dong Nai, Tay Ninh;

- The Mekong Delta region includes 5 provinces and cities: Can Tho, Vinh Long, Dong Thap, An Giang, Ca Mau.
