On October 31, 2025, the Minister of Finance issued Circular 105/2025/TT-BTC amending Circular 02/2024/TT-BKHĐT regulating training activities, knowledge improvement and examination, granting and revoking professional certificates on bidding by the Minister.

- Granting of professional certificates on bidding for those who pass the professional examination on bidding according to the provisions of Circular 02/2024/TT-BKHĐT:
Within 07 working days from the date of issuance of the decision to recognize the exam results, the unit organizing the exam, granting, revoking professional certificates on bidding shall issue a decision to grant professional certificates on bidding.
The unit organizing the exam, granting, revoking professional certificates on bidding shall publicly announce the decision to grant the certificate on the System within 05 working days from the date of issuance.
The electronic certificate shall be sent to the personal account registered on the System within a maximum of 15 working days from the date of issuance of the decision to grant professional certificates on bidding.
- Individuals will receive electronic certificates sent to their account participating in the System within a maximum of 07 working days from the date of issuance of the decision to grant a certificate of professional competence in bidding in the following cases:
+ The certificate of professional competence in bidding has been granted and is still valid but due to changes in information on the certificate;
+ The certificate of professional competence in bidding has expired according to the provisions of Clause 1, Article 8 of Circular 02/2024/TT-BKHĐT. In case the certificate has expired, individuals who need to be granted a certificate must register for a certificate on the System at least 15 days before the certificate expires. After this period, individuals will not be granted a certificate and must take the exam and be granted a certificate according to the provisions of Point b of this Clause if needed;
+ The certificate of practice in bidding activities has been granted and is still valid but is lost or damaged.
