On December 31, 2025, the Government promulgated Decree No. 357/2025/ND-CP on the construction and management of the information system and database on housing and the real estate market. Decree No. 357/2025/ND-CP takes effect from March 1, 2026.

Pursuant to Clause 5, Article 3 of Decree No. 357/2025/ND-CP, the electronic identification code for real estate (including housing and floor area within construction works) is a string of alphanumeric characters with a maximum length of 40 characters, issued separately to each house (apartment buildings or individual houses) or each real estate unit within a construction work, and managed within the information system and database on housing and real estate.
The assignment of electronic identification codes to real estate is specifically regulated as follows:
(1) Electronic identification codes for real estate products that are housing:
- The electronic identification code for housing as a real estate product is stipulated in Appendix I promulgated together with Decree No. 357/2025/ND-CP, and consists of the following groups of information fields:
+ Land parcel identification code;
+ Project and construction work information code;
+ Location identification code (if any);
+ A natural character string.
- The electronic identification code for housing as a real estate product is automatically generated on the information system and database on housing and the real estate market. The Department of Construction shall attach the electronic identification code information for housing real estate products to housing development projects within its jurisdiction at the same time as issuing the written notice confirming that the housing is eligible for sale of off-plan (future-formed) housing.

(2) Electronic identification codes for real estate products being floor area within construction works are regulated as follows:
- The electronic identification code for real estate products being floor area within construction works is prescribed in Appendix I promulgated together with Decree No. 357/2025/ND-CP, and includes the following groups of information fields:
+ Land parcel identification code;
+ Project and construction work information code;
+ Location identification code (if any);
+ A natural character string.
- The electronic identification code for real estate products being floor area within construction works is automatically generated on the information system and database on housing and the real estate market. The Department of Construction shall attach the electronic identification code information for the floor area within construction works to the relevant floor area within construction works in its jurisdiction at the same time as issuing the appraisal result of the feasibility study report on construction investment.

Pursuant to Clause 3, Article 16 of Decree No. 357/2025/ND-CP, information and data on housing support programs are regulated as follows:
+ Results of the implementation of housing support policies for people with meritorious services to the revolution;
+ Results of the implementation of housing support policies for poor households and near-poor households;
+ Results of the implementation of housing support policies for poor households to build houses for storm and flood prevention in the Central region, and the program on construction of residential clusters, residential routes, and housing in flood-prone areas of the Mekong Delta;
+ Housing under other support programs (if any).

Pursuant to Article 22 of Decree No. 357/2025/ND-CP, information and data on organizations providing real estate business services are regulated as follows:
[1] Information on real estate trading floors (property exchanges)
+ Information on the organization or enterprise: name of the trading floor; organizational identification number; personal identification number of the executive manager; address; operational status (operating, temporarily suspended, terminated);
+ Number of employees holding real estate brokerage practice certificates;
+ Number of real estate transactions and the value of real estate transactions confirmed through the real estate trading floor.
[2] Information on organizations providing real estate brokerage services
+ Information on the organization or enterprise: brokerage service business entity; organizational identification number; personal identification number of the executive manager; address; operational status (operating, temporarily suspended, terminated);
+ Number of employees holding real estate brokerage practice certificates;
+ Number of real estate transactions and the value of real estate transactions.
[3] Information on organizations providing real estate consultancy and management services
Information on the organization or enterprise: name of the organization providing real estate consultancy and management services; organizational identification number; personal identification number of the executive manager; address; operational status (operating, temporarily suspended, terminated).
