On 21 November 2025, the Ministry of Foreign Affairs issued Official Dispatch No. 5609/LS-XNC regarding the official implementation of online reception and resolution of three immigration-related administrative procedures in the electronic environment.

Accordingly, from 01 December 2025, the Consular Department will officially implement full-process online reception and resolution (in parallel with in-person reception and resolution as currently applied) for three administrative procedures within its authority, including:
(1) Issuance of diplomatic passports and official passports at domestic agencies of the Ministry of Foreign Affairs (Administrative Procedure Code: 2.002352);
(2) Extension of diplomatic passports and official passports (without electronic chips) at domestic agencies of the Ministry of Foreign Affairs (Administrative Procedure Code: 2.002353);
(3) Issuance of diplomatic notes requesting the foreign side to issue visas at domestic agencies of the Ministry of Foreign Affairs (Administrative Procedure Code: 2.002354).
These procedures will be received and monitored throughout the processing cycle via the Ministry of Foreign Affairs’ Public Service Portal.

According to the guidance, online submission applies to individuals eligible for diplomatic passports or official passports for short-term overseas missions in accordance with the Law on Exit and Entry of Vietnamese Citizens. Applicants shall use their VNeID digital identification accounts to submit applications on their own behalf.
Application components, including the Application Form and the Decision on Overseas Assignment, must be electronic documents as prescribed (digitally signed and sealed); scanned copies of hard-copy documents signed manually and stamped with a wet seal are not accepted.
This guidance does not apply to dossiers submitted in person at the One-Stop Section of the Ministry of Foreign Affairs (at the Consular Department) or at the Ho Chi Minh City Department of External Relations as currently applied.

Additional notes:
- The procedural steps for the three administrative procedures mentioned above are similar in the electronic environment (hereinafter collectively referred to as “full-process passport procedures”). For passport extension (diplomatic and official) and issuance of diplomatic notes in support of visa applications, applicants are not required to upload photographs; they only need to complete all information in the electronic Application Form. Downloading, confirming, or obtaining a digital seal from the managing authority is not required.
- Full-process extension procedures for diplomatic and official passports do not apply to passports issued from 2023 onward. Once applicants receive an email confirming successful receipt of the application, they must send their passports to the Consular Department via the One-Stop Section of the Ministry of Foreign Affairs for extension procedures to be carried out directly on the passport.
- Application Forms and Decisions on Overseas Assignment must follow the templates issued together with Circular No. 08/2025/TT-BNG guiding the issuance, extension, revocation, invalidation of diplomatic and official passports, and the issuance of diplomatic notes in support of visa applications.
