The issuance of special visa exemption cards for foreigners is an important administrative procedure carried out according to Regulation 221. This process aims to facilitate those eligible for preferential immigration policies while ensuring strict management under Vietnamese law.

Step 1: Prepare the dossier according to legal regulations.
Step 2: The agency or organization requesting the issuance of the special visa exemption card for foreigners:
- Submit the dossier directly during office hours on working days at one of the two Immigration Department offices under the Ministry of Public Security:
+ No. 44-46 Trần Phú, Ba Đình Ward, Hanoi City.
+ No. 333-335-337 Nguyễn Trãi Street, Cầu Ông Lãnh Ward, Ho Chi Minh City.
- Or submit the dossier online via the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
The officer receiving the dossier will check its legality and content:
+ If the dossier is complete and valid, it will be accepted, and a receipt with a result return appointment will be issued or the agency/organization will be notified of acceptance via the National Public Service Portal, the Ministry's portal, SMS, or email.
+ If the dossier is incomplete or invalid, the officer will guide or notify the agency/organization via the portals, SMS, or email to complete the dossier as required.
+ If the dossier does not meet conditions, it will not be accepted, and a written response or notification will be sent via the portals, SMS, or email.
Dossier acceptance time: From Monday to Saturday morning weekly (excluding Tet and public holidays).

Step 3: Result delivery:
+ Direct receipt: Collect the result directly at the Immigration Department. Bring the result receipt and identification documents for verification.
+ Online receipt: The Immigration Department will notify via the National Public Service Portal, the Ministry's portal, or email.
+ If the special visa exemption card is not granted, a written response or notification will be sent via the portals or email, clearly stating the reasons.
- Result delivery time: From Monday to Friday weekly (excluding Tet and public holidays).
