The Prime Minister of the Government, Mr. Pham Minh Chinh, has signed Decision No. 2623/QD-TTg dated 29 November 2025 promulgating the Plan for the implementation of the Law on Personal Data Protection. This move demonstrates the Government’s strong determination to ensure that the Law, which was passed by the 15th National Assembly at its 9th Session (on 26 June 2025) and will take effect from 01 January 2026, is implemented in a timely, consistent, and effective manner in practice.
Accordingly, the contents of the Plan for the implementation of the Law on Personal Data Protection 2025 include:
- Organizing dissemination, communication, and legal education on personal data protection;
- Organizing in-depth training courses and professional capacity-building programs on personal data protection laws and practices;
- Compiling materials serving the dissemination of the Law and legal normative documents detailing and guiding its implementation; guidance materials, communication materials, and awareness-raising materials on personal data protection;
- Reviewing legal normative documents;
- Formulating Government Decrees;
- Establishing the National Information Portal on Personal Data Protection;
- Formulating a Decision of the Prime Minister promulgating the National Program on Personal Data Protection;
- Conducting inspections of the implementation of the Law and legal normative documents detailing and guiding its implementation.

One of the key contents stated in Decision No. 2623/QD-TTg is the formulation of Government Decrees. Specifically:
(1) Decree detailing and guiding the implementation of a number of articles of the Law on Personal Data Protection 2025, as follows:
+ Content: Providing detailed regulations on a number of articles of the Law on Personal Data Protection, including: Clause 2 and Clause 3 Article 2; Clause 5 Article 4; Clause 3 Article 6; Clause 5 Article 9; Clause 3 Article 17; Clause 7 Article 20; Clause 7 Article 21; Clause 4 Article 22; Clause 5 Article 23; Clause 3 Article 27; Clause 6 Article 30; Point b Clause 4 Article 31; Clause 3 Article 33; Article 35; and Clause 4 Article 38 of the Law on Personal Data Protection.
+ Lead agency: Ministry of Public Security.
+ Coordinating agencies: Government Office, Ministry of Justice, and other relevant agencies.
+ Promulgation deadline: Prior to 01 January 2026.

(2) Decree on administrative sanctions for violations in the fields of cybersecurity and personal data protection, as follows:
+ Content: Including detailed regulations on Clause 7 Article 8 of the Law on Personal Data Protection.
+ Lead agency: Ministry of Public Security.
+ Coordinating agencies: Government Office, Ministry of Justice, and other relevant agencies.
+ Promulgation timeline: In accordance with the assigned schedule under the Law on Cybersecurity 2025.
