On November 15, 2025, the Government issued Resolution 66.7/2025/NQ-CP regulating the reduction and simplification of administrative procedures based on data.

Accordingly, the content of the document stipulated in Article 4 of Resolution 66.7/2025/NQ-CP, from January 1, 2026, the dossier components of administrative procedures will be replaced by direct information exploitation from national databases and specialized databases. Specifically:
(1) National database on population, used to replace:
- Identity card, Citizen identification card, Identity card, Identity certificate;
- Information on residence.
(2) Electronic civil status database, exploited to replace the following documents:
- Birth certificate or Birth certificate extract;
- Marriage certificate;
- Marriage status certificate;
- Death certificate, Death certificate or Death certificate extract.
(3) National database on insurance, used to replace:
- Health insurance card;
- Social insurance book.
(4) The driving license database is used to replace:
- Driving license.
(5) The national database on business registration, used to replace:
- Certificate of business registration or business registration;
- Certificate of household business registration;
- Certificate of cooperative registration.
(6) The database on vehicle registration, used to replace
- Certificate of vehicle registration.
(7) The national database on land, used to replace:
- Certificate of land use rights, ownership of property attached to land (in the initial phase applied to residential land).
(8) The database of criminal records, used to replace:
- Criminal records.
(9) The electronic health book platform database, used to replace:
- Health examination certificate.
(10) Replacing other documents
For the components of the dossier not included in the above items, if the information is already fully available in the databases mentioned in Article 4 and other national databases and specialized databases, it will be replaced by data, without requiring the presentation of documents.
Resolution 66.7/2025/NQ-CP takes effect from January 1, 2026 to February 28, 2027.
