On February 19, 2025, the National Assembly passed the Law on the Promulgation of Legal Normative Documents 2025.

Currently, under Article 4 of the Law on the Promulgation of Legal Normative Documents 2015, as amended by the Law on Amendments to the Law on the Promulgation of Legal Normative Documents 2020, the legal normative document system consists of 26 types of documents issued by 16 competent entities.
From April 1, 2025, under Article 4 of the Law on the Promulgation of Legal Normative Documents 2025, the legal normative document system will include 14 types of legal documents, as follows:
(1) The Constitution.
(2) Codes and Laws (hereinafter collectively referred to as Laws), Resolutions of the National Assembly; Ordinances and Resolutions of the Standing Committee of the National Assembly; Joint Resolutions between the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front; Joint Resolutions between the Standing Committee of the National Assembly, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front.
(4) Orders and Decisions of the President.
(5) Decrees and Resolutions of the Government; Joint Resolutions between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front.
(Addition of "Resolutions of the Government" into the legal normative document system.)
(6) Decisions of the Prime Minister.
(7) Resolutions of the Council of Justices of the Supreme People’s Court.
(8) Circulars issued by the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, Ministers, Heads of Ministerial-Level Agencies, and the State Auditor General.
(9) Joint Circulars issued by the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, the State Auditor General, Ministers, and Heads of Ministerial-Level Agencies.
(Abolition of the provision: "Joint Circulars shall not be issued between Ministers and Heads of Ministerial-Level Agencies.")
(10) Resolutions of the People’s Councils of provinces and centrally run cities (hereinafter collectively referred to as the provincial level).
(11) Decisions of the People’s Committees of the provincial level.
(12) Legal normative documents issued by local government authorities in special administrative-economic units.
(13) Resolutions of the People’s Councils of districts, towns, district-level cities, and cities under centrally run cities (hereinafter collectively referred to as the district level).
(14) Decisions of the People’s Committees of the district level.
(Abolition of two types of documents: "Resolutions of the People’s Councils of communes, wards, and townships (hereinafter collectively referred to as the commune level)" and "Decisions of the People’s Committees of the commune level.")
Thus, The Law on the Promulgation of Legal Normative Documents 2025 abolishes the power of commune-level government authorities to issue legal normative documents, ensuring consistency with the reform proposal on the legislative process that the Party Caucus of the National Assembly has submitted to the Politburo.
Additionally, the Law changes one form of document, replacing the Decision of the State Auditor General with a Circular. As a result, under the Law on the Promulgation of Legal Normative Documents 2025: The number of legal normative document types has been reduced from 26 to 25. The number of competent entities authorized to issue legal normative documents has been reduced from 16 to 14.
The Law on the Promulgation of Legal Normative Documents 2025 takes effect on April 1, 2025.
