On 22 March 2025, the Government promulgated Decree No. 70/2025/NĐ-CP, amending and supplementing a number of articles of Decree No. 123/2020/NĐ-CP on invoices and evidentiary documents.

Accordingly, from 01 June 2025, business households subject to presumptive tax (hộ khoán) with annual revenue exceeding VND 1 billion shall be obligated to use electronic invoices (e-invoices) generated from cash registers that are connected to and transmit data electronically to the tax authority.

Specifically, Clause 1 Article 11 of Decree No. 70/2025/NĐ-CP provides that business households falling under the following criteria shall be subject to this obligation:

- Having annual revenue of VND 1 billion or more;

- Engaged in the sale of goods and/or provision of services directly to end consumers, including:

+ Shopping malls, supermarkets, and retail stores (excluding automobiles, motorcycles, mopeds, and other motorized vehicles);

+ Food and beverage service establishments, restaurants, and hotels;

+ Passenger transport services and road transport support services;

+ Artistic, entertainment, recreational services, cinema operations, and other personal services as classified in accordance with national economic sector codes.

Business households subject to the above criteria shall experience the following changes in compliance obligations:

 

Before the implementation of Decree No. 70/2025/NĐ-CP

After the implementation of Decree No. 70/2025/NĐ-CP

Requirement to use e-invoices generated from cash registers

Not required to issue electronic invoices from the cash register.

Must issue electronic invoices from cash register

Method of e-invoice issuance

Business households prepared e-invoices manually and submitted requests for issuance of e-invoices with authentication codes from the tax authority on a per-transaction basis

Issue electronic invoices directly from cash registers with electronic data transfer connection to tax authorities

Accordingly, from the effective date of Decree No. 70/2025/NĐ-CP, business households applying the presumptive tax method, with annual revenue from VND 1 billion or more, and operating in fields such as retail, food and beverage services, transportation, entertainment, etc., shall be mandatorily required to issue e-invoices generated from cash registers directly connected to the tax authority’s system.

Decree No. 70/2025/NĐ-CP takes effect as of 01 June 2025.
