On June 30, 2025, the Chief Justice of the Supreme People's Court issued Circular 03/2025/TT-TANDTC regulating the establishment of the Courts of Appeal, departments, divisions and equivalents, and press agencies of the Supreme People's Court; regulating the functions, tasks, powers, and organizational structure of units under the Supreme People's Court.

Pursuant to Article 3 of Circular 03/2025/TT-TANDTC, the scope of jurisdiction by territory and the headquarters of the Supreme People's Court of Appeals are stipulated as follows:
(1) Court of Appeal 1 is headquartered in Hanoi City
Court of Appeal 1 has territorial jurisdiction over 18 provinces and centrally-run cities, including: Hanoi City, Hai Phong City; the provinces: Bac Ninh, Cao Bang, Dien Bien, Ha Tinh, Hung Yen, Lai Chau, Lang Son, Lao Cai, Nghe An, Ninh Binh, Phu Tho, Quang Ninh, Son La, Thai Nguyen, Thanh Hoa and Tuyen Quang.
(2) Court of Appeal 2 is headquartered in Da Nang City
Court of Appeal 2 has territorial jurisdiction over 07 provinces and centrally-run cities, including: Da Nang City, Hue City, and the provinces of Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai and Quang Tri.
(3) Court of Appeal 3 is headquartered in Ho Chi Minh City
Court of Appeal 3 has territorial jurisdiction over 09 provinces and centrally-run cities, including: Can Tho city, Ho Chi Minh city; the provinces: An Giang, Ca Mau, Dong Nai, Dong Thap, Lam Dong, Tay Ninh and Vinh Long.
Thus, according to the provisions of Article 3 of Circular 03/2025/TT-TANDTC, the territorial jurisdiction of the Supreme People's Court of Appeals is clearly divided by geographical area. Specifically, the Appeal Court 1 in Hanoi is in charge of the provinces and cities in the Northern and North Central regions; the Appeal Court 2 in Da Nang is in charge of the Central and Central Highlands regions; and the Appeal Court 3 in Ho Chi Minh City has jurisdiction over the provinces and cities in the Southern region. This division is to ensure that the appeal trial is carried out promptly, conveniently, and in accordance with the geographical and administrative characteristics of each region.
Circular 03/2025/TT-TANDTC takes effect from July 1, 2025.
