On March 1, 2025, the Government issued Decree No. 51/2025/NĐ-CP, amending and supplementing several provisions of Decree No. 10/2022/NĐ-CP on registration fees, including the continued exemption of the first registration fee for electric cars until February 28, 2027.

According to Article 1 of Decree No. 51/2025/NĐ-CP, which amends and supplements Point c, Clause 5, Article 8 of Decree No. 10/2022/NĐ-CP, the first-time registration fee for battery electric cars, commonly referred to as electric vehicles, will remain at 0% from the effective date of Decree No. 51/2025/NĐ-CP (i.e., March 1, 2025) until February 28, 2027.

The implementation of the 0% first-time registration fee for battery electric cars has largely met its intended objectives, influencing consumers, manufacturers, and distributors of electric vehicles, air quality improvement, and state budget revenues. This regulation aims to extend the period of exemption from the first registration fee for this type of environmentally friendly vehicle.

Under Decree No. 10/2022/NĐ-CP, the first registration fee for electric cars was set at 0% for an initial three-year period, from March 1, 2022, to February 28, 2025. For the following two years, the first registration fee was to be 50% of the fee applicable to gasoline and diesel-powered vehicles of the same seating capacity.

Thus, starting from March 1, 2025, under Decree No. 51/2025/NĐ-CP, battery electric cars will continue to benefit from a 0% first registration fee until February 28, 2027. This regulation aims to encourage the use of environmentally friendly vehicles and promote the growth of the electric vehicle industry in Vietnam. Electric vehicle owners should take note of the incentive period to maximize government support while planning their financial strategies for the subsequent phase.

Decree No. 51/2025/NĐ-CP takes effect on March 1, 2025.
