On January 24, 2025, the Minister of Finance issued Circular 06/2025/TT-BTC amending and supplementing a number of articles of the Circulars of the Minister of Finance regulating fees and charges.

Accordingly, a number of regulations on the organization of fee and charge collection are amended and supplemented in Circulars on fees and charges.
Specifically, amend regulations on organization of fee collection and appraisal fees for granting international travel business licenses and domestic travel business licenses; Fee for assessment and issuance of tour guide card; Fees for licensing the establishment of representative offices in Vietnam of foreign travel service enterprises prescribed in Circular 33/2018/TT-BTC.
(Meanwhile, according to current regulations, the organizations collecting fees and charges mentioned above are the General Department of Tourism; Department of Culture, Sports and Tourism; Department of Tourism of provinces and centrally run cities).
Currently, the rates of fees and charges in the field of travel services according to Circular 33/2018/TT-BTC are as follows:
(i) Assessment fee for granting international travel service business license and domestic travel service business license:
- New issue: 3,000,000 VND/license.
- Renewal: 2,000,000 VND/license.
- Re-issue: 1,500,000 VND/license.
(ii) Fee for appraisal and issuance of tour guide card (including: new issue, renewal, re-issue):
- For international and domestic tour guides: 650,000 VND/card;
- For on-site tour guides: 200,000 VND/card.
(iii) Fee for issuance of a License to establish a representative office in Vietnam of a foreign travel service enterprise:
- New issue: 3,000,000 VND/License.
- Reissue, Adjustment, Extension: 1,500,000 VND/License.
Circular 06/2025/TT-BTC takes effect from March 10, 2025.
