According to Article 21 of Decree 165/2024/ND-CP, temporary use of roadbeds and sidewalks for other purposes includes:
1. Serving activities: political events and cultural and sports activities; prevent, combat and overcome the consequences of natural disasters; rescue, rescue; fire and explosion prevention and fighting; search and rescue; disease prevention and control;
2. Serving construction projects;
3. Gathering and collecting waste and construction materials;
4. Organize funeral events;
5. Wedding organization;
6. Used for monitoring and keeping vehicles participating in traffic in case of need.
Note:
- In cases of using roadbeds for other purposes specified in Points 3, 4, 5 and 6, this can only be done on district roads, commune roads, village roads, specialized roads and urban roads. but does not include urban main streets as prescribed by national technical standards on urban roads;
- Do not use roadbeds, sidewalks of highways and national highways for the purposes specified in Points 3, 4, 5, 6.
The use of roadbeds and sidewalks for other purposes is only allowed when there is a plan to organize traffic, not causing traffic congestion for road sections with roadbeds and sidewalks used for other purposes or there is a way to The road traffic diversion project avoids sections of the route that use the roadway and sidewalks for other purposes and must comply with the provisions of Points a and b, Clause 3, Article 77 of the Law on Road Traffic Order and Safety.
Organizations and individuals temporarily using roadbeds and sidewalks for other purposes submit applications in one of the following forms, directly, via postal service or online at the public service portal to the competent authority. settlement authority.

Authority to grant temporary use of roadbeds and sidewalks for other purposes:
1. The Road Management Area applies to assigned national highways, except for the provisions in point 4;
2. The Department of Transport shall carry out the implementation for the roads assigned to manage, except for the provisions in Point 4;
3. District-level People's Committees and commune-level People's Committees shall implement the roads assigned to manage them, except for the provisions in Point 4;
4. Department of Construction for urban sidewalks within its assigned management scope.

1. Document requesting permission to temporarily use roadbeds and sidewalks for other purposes (original) according to Form No. 01 Appendix IV attached to Decree 165/2024/ND-CP
