The Central Steering Committee – Central Executive Committee for the Summary of Resolution No. 18 issued Official Dispatch No. 43-CV/BCĐ dated March 20, 2025, regarding the Plan to Continue the Organizational Restructuring of the Political System.

Accordingly, in the content and tasks to be implemented following the Resolution and conclusions of the 11th Plenary Session of the 13th Central Committee, the Central Steering Committee for the Summary of Resolution No. 18 requires the Party Committee of the Government to lead and direct the implementation of the following tasks:
(i) Guide the development and completion of the Proposal for the Rearrangement and Merger of Administrative Units at the Provincial and Communal Levels, including specific functions, tasks, organizational structure, staffing levels, personnel allocation, office facilities, official residences, asset and office management.
(ii) Direct the Party Committees of ministries and sectors, within their functions and tasks, to advise the Government or issue, within their authority, documents guiding provinces and cities in implementing the tasks related to the rearrangement and merger of administrative units at all levels and the organization of a two-tier local government model, ensuring timeliness, synchronization, specificity, and feasibility for developing proposals and executing the restructuring process (to be completed before April 15, 2025).
(iii) Implement the Proposal on the Reorganization of the Inspection System (to be completed before April 30, 2025).
(iv) Report on the review and proposed amendments and supplements to legal normative documents necessary for implementing the policy on amending and supplementing certain provisions of the 2013 Constitution, rearranging administrative units, and organizing a two-tier local government model.
(v) Continue researching and developing a plan to rearrange tax authorities, the State Treasury, customs authorities, social insurance agencies, statistical agencies, banks, etc., in line with the merger of provincial-level administrative units and the implementation of the two-tier local government model.
(vi) Rearrange Party organizations within state-owned economic groups, general corporations, and state-owned commercial banks, as well as Party organizations of units under the Ministry of Finance, the State Bank of Vietnam, and certain other ministries and sectors.
(vii) Advise the Party Secretariat on issuing regulations regarding the leadership and direction mechanisms of Party Committees within ministries and ministerial-level agencies, which act as representatives of state capital ownership over Party organizations in state-owned economic groups, general corporations, and state-owned commercial banks, ensuring effective political leadership of these enterprises (to be completed by August 2025).
Thus, pursuant to Official Dispatch No. 43-CV/BCĐ dated March 20, 2025, the restructuring of the political system’s organizational apparatus shall continue with specific tasks, including researching and rearranging tax and customs authorities to align with the two-tier local government model.
Party Committees, Party organizations, agencies, and relevant units are responsible for proactively coordinating, reviewing, advising on, and issuing necessary legal normative documents to ensure that the restructuring process is carried out on schedule, without disrupting the normal operations of institutions, organizations, or society.
The decisive, synchronized, and timely implementation of these measures will enhance the effectiveness, efficiency, and stability of the political system, meeting the requirements for administrative reform and institutional restructuring in the current period.
