On November 29, 2024, the National Assembly passed the Law amending the Planning Law, Investment Law, Public-Private Partnership Investment Law and Bidding Law 2024 (Law No. 57/2024/QH15).

Accordingly, Law No. 57/2024/QH15 amends and supplements a number of articles of the following laws:
1. Planning Law 2017;
2. Investment Law 2020;
3. PPP Law 2020;
4. Bidding Law 2023.
At the same time, abolish Article 39. Implementation of investment projects according to the public-private partnership method and Article 40. Implementation of build-transfer contracts of the Capital Law 2024.
Law No. 57/2024/QH15 takes effect from January 15, 2025, except for the following cases:
- The implementation of BT contracts paid with land funds and BT contracts paid with state budget specified in Point b, Clause 12, Article 3 of Law No. 57/2024/QH15 takes effect from July 1, 2025.
- Regulations in Point a, Clause 19 and Clause 20, Article 1; Clause 2, Article 2; Points b, c and d, Clause 11, Article 2 of Law No. 57/2024/QH15 take effect from July 1, 2025.
