On April 3, 2025, the People’s Committee of Hanoi issued Decision No. 27/2025/QĐ-UBND on the promulgation of a rental price frame applicable to social housing projects developed without public investment capital or trade union financial sources within the administrative boundaries of Hanoi.

Accordingly, the rental price frame for social housing developed without state budget capital or trade union financial resources in Hanoi is stipulated as follows:

Note:
- The above rental prices do not include the following costs:
+ Value-added tax (VAT)
+ Building maintenance costs
+ Property management service fees
+ Furnishing and household equipment costs
+ Fire and explosion insurance, parking fees, fuel/energy/water consumption, TV, telecom services, remuneration for housing management board, and other personal-use services and utilities
- This price frame serves as a reference basis for both landlords and tenants in negotiating rental agreements for social housing projects not funded by public capital or trade union financial sources, but still eligible for incentives and support policies under housing legislation in Hanoi.
- In case of rental disputes, the temporary rental rate shall be calculated based on the price frame specified in Clause 1, Article 3 of Decision No. 27/2025/QĐ-UBND until the dispute is resolved.
Thus, Decision No. 27/2025/QĐ-UBND provides a clear legal basis for determining rental prices of social housing projects not utilizing state or trade union funds. The classification by number of floors reflects differences in utility value and investment costs for each housing type. However, parties must be aware that the rental prices exclude various additional costs, and should therefore negotiate and specify terms transparently in the rental contract. In the event of disputes, the rental fee will be temporarily applied in accordance with the price frame until the matter is resolved, ensuring protection of rights and obligations for both parties.
Decision No. 27/2025/QĐ-UBND takes effect from April 14, 2025.
