On July 18, 2025, the Ministry of Home Affairs issued Official Dispatch 5274/BNV-CVL in 2025 to pilot public services for 06 unemployment insurance procedures from July 21, 2025.

From July 21, 2025, in addition to submitting documents directly, submitting documents online is just a way to support employees, helping to reduce paperwork and simplify administrative procedures. Employees do not need to go to the place to submit documents for unemployment insurance but can carry out the procedure to request benefits online on the National Public Service Portal.
Specifically, 6 unemployment insurance procedures, including: monthly job search notification for force majeure cases; unemployment benefit settlement; suspension; continuation; termination; transfer of unemployment benefit receiving location.

In order to provide online public services and support employees in completing procedures quickly and conveniently, the Ministry of Home Affairs respectfully requests the Committee to direct relevant agencies and units to immediately implement the following contents:
- The Department of Home Affairs and the Employment Service Center shall deploy and implement according to the procedures and forms of the Ministry of Home Affairs on receiving and handling 06 unemployment insurance procedures on the National Public Service Portal from July 21, 2025 (the procedures are attached to this Official Dispatch).
- At the same time, use the high-level administrative account of the People's Committee of the province or centrally-run city (registered with a digital certificate device issued to the Provincial People's Committee or the agency authorized by the Provincial People's Committee to manage) to delegate authority to the administrative account of the Department of Home Affairs and the Employment Service Center to handle the above administrative procedures.
- The Department of Home Affairs reviews and has solutions to upgrade the document management and administration system (Office system) of the Department to ensure the ability to integrate with the National Public Service Portal in accordance with the technical standards issued by the National Public Service Portal.

The Ministry of Home Affairs also requested localities to review the assignment of targets related to the "Indices of service to people and businesses in implementing administrative procedures and online public services" of provinces and cities to avoid restricting the rights of workers because currently the majority of workers are unskilled workers, not proficient in performing electronic transactions, and online application submission is only a method of supporting workers in addition to the direct application submission method.
