On July 25, 2025, the Government issued Decree 211/2025/ND-CP regulating civil cryptography activities and amending and supplementing a number of articles of Decree 15/2020/ND-CP regulating administrative sanctions in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions.

The order and procedures for requesting a license to export or import civil cryptographic products are stipulated in Article 6 of Decree 211/2025/ND-CP as follows:
- The application for a license to export or import civil cryptographic products is made into 01 set, including:
+ Application for a license to export or import civil cryptographic products according to form No. 07, Appendix III of Decree 211/2025;
+ Copy of the license to trade in civil cryptographic products and services;
+ Copy of the certificate of conformity for imported civil cryptographic products.
- For the dossier components at Point b and Point c, Clause 1, Article 7 of Decree 211/2025, the Government Cipher Committee is responsible for looking up the National Database without requiring enterprises to provide it.
- Enterprises carrying out procedures for granting licenses for exporting and importing civil cryptographic products shall submit dossiers directly, or via the postal system, or online public services to the Government Cipher Committee at the address specified in Clause 6, Article 6 of Decree 211/2025.
- Within 01 working day from the date of receiving the dossier, the Government Cipher Committee shall check the validity of the dossier; in case the dossier is invalid, the enterprise shall be notified in writing of the contents that need to be revised or supplemented. In case the revised or supplemented dossier still does not meet the contents as per the notification, the Government Cipher Committee shall notify the enterprise in writing of the reasons for not granting the license.
From the date of receipt of a complete and valid dossier, the Government Cipher Committee shall appraise and issue a License to export or import civil cryptographic products within 07 working days. In case of refusal to grant a license, the Government Cipher Committee shall notify in writing and state the reasons. The License to export or import civil cryptographic products shall be made according to Form No. 08, Appendix III, Decree 211/2025.
Decree 211/2025/ND-CP takes effect from September 9, 2025.
