On March 19, 2025, the Ministry of Public Security promulgated Decision No. 1842/QĐ-BCA on administrative procedures in the field of ensuring road traffic order and safety, which includes six newly introduced procedures.

Accordingly, under the List of Newly Issued and Repealed Administrative Procedures in the field of ensuring road traffic order and safety under the jurisdiction of the Ministry of Public Security attached to Decision No. 1842/QĐ-BCA of 2025, six new administrative procedures are officially announced, including:
1. Issuance of a new permit for the use of priority vehicle signal devices;
2. Re-issuance of a permit for the use of priority vehicle signal devices;
3. Approval for Vietnamese international travel service enterprises to organize the entry of foreigners driving foreign-registered motor vehicles into Vietnam for tourism purposes;
4. Approval for organizations and individuals to bring right-hand drive vehicles into road traffic participation in Vietnam for non-tourism purposes;
5. Approval for Vietnamese international travel service enterprises to organize the entry of foreigners driving foreign-registered motor vehicles into Vietnam with changes in routes, itineraries, or delayed exit times as compared to the initial approval documents or exceeding the permitted duration of stay in Vietnam;
6. Approval for organizations and individuals to bring right-hand drive vehicles into road traffic participation in Vietnam for non-tourism purposes with changes in routes, itineraries, or delayed exit times as compared to the initial approval documents or exceeding the permitted duration of stay in Vietnam.
These administrative procedures are stipulated in the Law on Road Traffic Order and Safety 2024 and Decree No. 151/2024/NĐ-CP.
At the same time, Decision No. 1842/QĐ-BCA also repeals two administrative procedures regarding the issuance of permits for the use of priority vehicle signal devices, previously promulgated under Decision No. 5551/QĐ-BCA-V19 dated September 25, 2015, including:
1. Procedure for issuance of a permit for the use of priority vehicle signal devices at the central level;
2. Procedure for issuance of a permit for the use of priority vehicle signal devices at the provincial level.
Thus, with the issuance of Decision No. 1842/QĐ-BCA dated March 19, 2025, the Ministry of Public Security has introduced six new administrative procedures and repealed two outdated ones in the field of road traffic order and safety. These adjustments not only conform to the latest legal regulations but also contribute to enhancing the efficiency of state administration and creating favorable conditions for individuals and organizations in carrying out procedures related to special-purpose vehicles and motor vehicle tourism activities in Vietnam.
Decision No. 1842/QĐ-BCA takes effect from March 19, 2025.
