On March 19, 2025, the Minister of Education and Training issued Circular No. 06/2025/TT-BGDĐT, amending and supplementing certain articles of the Regulation on University Enrollment and College Enrollment in Early Childhood Education, issued under Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, by the Minister of Education and Training.

Pursuant to Point b, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT, Article 18 of the Regulation on University Enrollment and College Enrollment in Early Childhood Education, issued under Circular No. 08/2022/TT-BGDĐT, which regulates the organization of early registration and early admission in university and college enrollment, has been abolished as follows:
- Training institutions have plans for early admission for some admission methods, organizing for candidates to register for admission online or directly at the training institution.
- Training institutions could conduct the selection process for candidates who had completed the early admission application, but were not allowed to require candidates to confirm enrollment earlier than the official schedule set in the national plan. Training institutions had to publish and upload the list of candidates eligible for admission (excluding the high school graduation condition) to the system, ensuring that these candidates' preferences would be processed together with other admission methods as per the national plan, and completed before candidates registered their final preferences in the system.
- Candidates who applied for early admission at a training institution still had to register their preferences in the system according to the general schedule of the Ministry of Education and Training.
+ If a candidate was notified by a training institution that they met the admission conditions (except for high school graduation) for a specific preference, the candidate had the right to decide the priority order of that preference in the system, depending on whether they wished to secure that admission or keep their options open for other preferences.
+ If a candidate did not meet the admission conditions for a specific major, they could still register for that major through other admission methods in the system.
Additionally, pursuant to Point a, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT, the phrase “early admission plan” in Clause 2, Article 16 of the Regulation on University Enrollment and College Enrollment in Early Childhood Education, issued under Circular No. 08/2022/TT-BGDĐT, has also been abolished.
Thus, early admission in university enrollment shall officially be abolished from May 5, 2025.
Circular No. 06/2025/TT-BGDĐT takes effect from May 5, 2025.
