On January 9, 2025, the Government issued Decree 07/2025/ND-CP amending and supplementing a number of articles of Decrees in the fields of civil status, nationality, and authentication, including regulations that include: You can present your Electronic Identity Card when completing procedures to authenticate contracts and transactions.

Accordingly, from January 9, 2025, authentication requesters can simply present their Electronic Identity Card when carrying out procedures to authenticate contracts and transactions. Specifically:
The person requesting authentication presents the original or certified copy of the ID card/Citizen identification card/Identification card/Identification certificate or Passport, immigration documents/valuable documents Valid international travel document or present an electronic ID and submit 01 set of documents requesting authentication, including the following documents:
- Draft contracts and transactions;
- A copy accompanied by the original for comparison of the certificate of ownership, right to use or replacement documents prescribed by law for assets for which the law requires registration of ownership or right to use. in case of contracts or transactions related to that property; except in cases where the testator's life is threatened by death.
Previously, Clause 1, Article 36 of Decree 23/2015/ND-CP stipulated that the person requesting authentication submit 01 set of documents requesting authentication of contracts and transactions, including the following documents:
- Draft contracts and transactions;
- Copy of valid ID card or passport of the person requesting authentication;
- A copy of the certificate of ownership or right to use or a copy of replacement documents prescribed by law for assets whose ownership and use rights must be registered by law in case of contracts, transactions related to that property; except in cases where the testator's life is threatened by death.
Decree 07/2025/ND-CP takes effect from January 9, 2025.
