On August 11, 2025, the Ministry of Culture, Sports and Tourism issued Decision 3418/QD-BVHTTDL announcing new administrative procedures in the field of Tourism within the scope of management functions of the Ministry of Culture, Sports and Tourism.

Accordingly, one of the newly issued administrative procedures is the Procedures for issuing tourist transport vehicle signs (authority of the Department of Construction) in the field of Tourism implemented by the Department of Construction. This procedure is prescribed in Decree No. 168/2017/ND-CP dated December 31, 2017 of the Government and Circular No. 10/2025/TT-BXD dated June 14, 2025 of the Minister of Construction.
The specific contents of the procedure are prescribed as follows:
a) Implementation sequence:
- The tourist transport business unit sends directly, online or by post 01 set of documents to the Department of Construction of the province/centrally run city where the business unit is headquartered or branch;
- Within 02 working days for vehicles that are cars and 07 working days for inland waterway vehicles from the date of receiving valid documents, the Department of Construction shall organize the appraisal and issuance of signs for tourist transport vehicles. In case of refusal, it must be notified in writing or via the unit's electronic transaction address and clearly state the reason;
- During the appraisal process, the Department of Construction checks the information on the certificate of technical safety and environmental protection inspection for the vehicle on the Vietnam vehicle registration system; the transport business license issued to the transport operator; and updates information on the journey monitoring data system. A vehicle badge is only issued when the vehicle's journey monitoring device fully complies with the installation and data transmission regulations set by the Ministry of Construction (or the former Ministry of Transport).
- The validity of the tourist passenger transport vehicle badge is 7 years and shall not exceed the remaining service life of the vehicle.
b) Method of implementation:
- Submit directly or by post to the Department of Construction.
- Submit via electronic means if the provincial administrative procedure resolution information system has implemented online submission.

c) Application components and quantity:
- Application components:
(1) An application form for the issuance of a badge for tourist passenger transport vehicles, using Form No. 02 specified in the Appendix attached to Decree No. 168/2017/ND-CP;
(2) A list detailing the equipment of each vehicle, service quality, and onboard service personnel, meeting the conditions specified in Circular No. 42/2017/TT-BGTVT dated November 15, 2017, issued by the Minister of Transport;
(3) A copy of the vehicle registration certificate or an appointment slip for receiving the registration certificate issued by a competent authority, and a copy of the certificate of technical safety and environmental protection inspection. In cases where the vehicle is not owned by the transport business entity, a copy of the vehicle rental contract with the organization or individual owning the vehicle, or a copy of the service contract between a cooperative member and the cooperative, must also be submitted.
- Quantity of application dossier: 01 set.
d) Time for processing:
- 2 working days for motor vehicles;
- 7 working days for inland waterway vehicles,
counted from the date of receipt of a complete and valid application.

Tourist passenger transport service providers.
e) Implementing agency:
- Competent authority: Department of Construction.
- Agency directly handling the administrative procedure: Department of Construction.
g) Result of the procedure:
A tourist passenger transport vehicle badge issued in accordance with Form No. 03 as specified in the Appendix attached to Decree No. 168/2017/ND-CP.
h) Fees and charges:
Not regulated (no fee applicable).
i) Application form/template:
Application for issuance of a tourist passenger transport vehicle badge using Form No. 02 as specified in the Appendix attached to Decree No. 168/2017/ND-CP.
k) Requirements and conditions for implementation:
Drivers, onboard staff, equipment, and service quality of tourist passenger transport vehicles must comply with the requirements stipulated in Circular No. 42/2017/TT-BGTVT dated November 15, 2017, issued by the Minister of Transport.
