Accordingly, the rights of children, parents, and caregivers when children participate in activities outside the family, and outside the educational institution are prescribed as follows:
- Children have the right to express their opinions and aspirations when participating in activities outside the family, and outside the educational institution. The collection of children's opinions must be appropriate to the age, health, maturity, and development of the child.

+ For children aged full 07 years or older, agencies, organizations and enterprises that organize activities outside their families or outside educational institutions must have the responsibility to consult the children and their parents and caregivers.
+ For children under 07 years old, their parents and caregivers have the right to act on behalf of the children to participate in activities outside the family, outside the educational institution.
Children have the right to participate in activities outside the family, outside the educational institution in case the facility or location where the child participates is safe, friendly, suitable for the child's age and gender.
- Children have the right to cancel their participation if they see that activities outside the family, outside the educational institution do not meet or are not suitable with the children's needs and aspirations.
Parents and caregivers of children have the responsibility to respect children's opinions and aspirations.
