On June 2, 2023, the Minister of Transport issued Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular 16/2021/TT-BGTVT regulating technical safety inspection and environmental protection road motor vehicles.

Accordingly, in Clause 3, Article 1 of Circular 08/2023/TT-BGTVT amending Point d Clause 1 Article 8 Circular 16/2021/TT-BGTVT (amended at Point a Clause 3 Article 1 Circular 02/ 2023/TT-BGTVT) on the issuance of Certificate of Inspection and Stamps of Inspection for motor vehicles exempt from first-time inspection as follows:
- For motor vehicles eligible for exemption from inspection for the first time, the registration unit shall, based on the documents provided by the vehicle owner, check the completeness and validity as prescribed in Clause 1, Article 6 of Circular 16/2021. /TT-BGTVT (amended in Circular 02/2023/TT-BGTVT), look up vehicle information on the website of the Vietnam Register.
In case the motor vehicle has not yet been issued with a Certificate of Inspection and a Stamp of Inspection for the first time, the registration unit shall issue a Certificate of Inspection and Stamp of Inspection and update the data with the content "The vehicle has been exemption from first inspection” on the website of the Vietnam Register.
In case the motor vehicle has been granted a Certificate of Inspection and a Stamp of Inspection for the first time, the Certificate of Inspection and Stamp shall not be issued.

- In case a motor vehicle is exempted from inspection for the first time, only an appointment letter for issuance of a vehicle registration certificate will be issued, the registration unit shall issue a first inspection stamp and concurrently issue an appointment letter to return the inspection certificate to the vehicle owner according to the regulations. the form specified in Appendix VII issued together with Circular 16/2021/TT-BGTVT.
When the vehicle owner presents the vehicle registration document (the original of the vehicle registration certificate issued by a competent state agency or the original receipt, the original vehicle registration certificate is kept (enclosed with a copy of the vehicle registration certificate) mortgaged by a credit institution or a copy of the vehicle registration certificate certified by the financial leasing institution):
The registration unit copies the registration certificate or the original Receipt keeping the original Vehicle registration certificate (enclosed with a copy of the vehicle registration certificate) mortgaged by a credit institution or a certified copy of the vehicle registration certificate of the financial leasing institution to be kept in the Vehicle Records,
Dossier of inspection and return of Certificate of inspection. In case the motor vehicle has been granted a Certificate of Inspection and a Stamp of Inspection for the first time, the Certificate of Inspection and Stamp shall not be issued.
- For motor vehicles that must be inspected, the registration unit shall conduct the inspection according to the provisions of Clauses 2 and 3, Article 8 of Circular 16/2021/TT-BGTVT (amended in Circular 02/2023/TT-BGTVT) and take pictures of motor vehicles for storage (the shooting time can be shown on the photo) as follows:
+ 02 overall photos clearly showing the license plate of the motor vehicle (01 photo at a diagonal angle of about 45 degrees from the front next to the vehicle and 01 photo from behind the opposite corner); a photograph of the vehicle's chassis number;
+ 02 photos of the undercarriage (01 photo taken from the front of the vehicle, 01 photo taken from the back of the vehicle) except for the case of cars carrying people with up to 9 seats.
Circular 08/2023/TT-BGTVT takes effect from June 3, 2023.
