Recently, on May 19, 2023, the Ministry of Health issued Decision No. 2229/QD-BYT on the announcement of annulled administrative procedures in the field of traditional medicine and pharmacy within the scope of management functions of the Ministry of Health. Ministry of Health stipulated in Circular No. 08/2023/TT-BYT dated April 14, 2023, of the Minister of Health.

According to Decision 2229/QD-BYT, there are 09 administrative procedures abolished in traditional medicine and pharmacy under the management function of the Ministry of Health, of which there are 05 central managerial procedures and 04 administrative procedures. managerial procedures at the local level, specifically as follows:
05 administrative procedures have been abolished at the central level by the Administration of Traditional Medicine and Pharmacy, including:
1. Procedures for granting certificates of eligibility for drug business to establishments providing the service of preserving herbal ingredients;
2. Procedures for renewal of certificates of eligibility for drug business for establishments providing the service of preserving herbal ingredients;
3. Procedures for supplementing the business scope in the certificate of eligibility for drug business for establishments providing the service of preserving herbal ingredients;
4. Procedures for re-issuance of certificates of eligibility for drug business to establishments providing the service of preserving herbal ingredients;
5. Procedures for granting licenses to import herbal ingredients.

04 administrative procedures have been abolished at the local level by the Department of Health of the provinces and centrally-run cities, including:
1. Procedures for renewing the certificate of eligibility for drug business for a herbal ingredient wholesaler;
2. Procedures for renewal of certificates of eligibility for drug business for retail establishments of herbal ingredients;
3. Procedures for supplementing the business scope in the certificate of eligibility for drug business for a pharmaceutical wholesaler;
4. Procedures for supplementing the business scope in the certificate of eligibility for drug business for a retail pharmacy of herbal ingredients.
Decision 2229/QD-BYT takes effect from May 19, 2023, and replaces Decision 1371/QD-BYT dated April 14, 2016.
