On May 27, 2025, Vietnam Social Security (VSS) promulgated Decision No. 1674/QĐ-BHXH/2025, stipulating the procedures for receiving applications and settling entitlements to sickness benefits, maternity benefits, and convalescence and rehabilitation allowances via the Vietnam Social Security Public Service Portal.

Specifically, Section III of Decision No. 1674/QĐ-BHXH of 2025 outlines the procedure for settlement sickness and maternity benefits as follows:
Step 1: Electronic Application Receipt
The District/Regional Receipt and Result Delivery Department receives Form No. 14B-HSB and Form No. 01D-HSB, submitted by individuals or organizations via the Vietnam Social Security Public Service Portal or declared directly; verifies the validity and completeness of the information; and forward the dossier through the Vietnam Social Security Application Management Software to the Division of Social Insurance Implementation.
In case the dossier is invalid, incomplete, or information does not match the managed database, within no more than one working day, the department shall issue Form No. 03/TB-GDĐT (issued under Decision No. 838/QĐ-BHXH/2017 of the General Director of Viet Nam Social Security on electronic transactions in social insurance, health insurance, and unemployment insurance) and send it via email to the relevant organization or individual to request dossier completion.
Step 2: Benefit Settlement
The Division of Social Insurance Implementation shall:
(1) Verify the information from Forms No. 14B-HSB and 01D-HSB submitted via the Application Management Software against the electronic interlinked database and the social insurance contribution history of each employee; determine eligibility and benefit levels for sickness, maternity, and convalescence benefits; prepare Forms No. C70a-HD, C70b-HD, and D03-TS for electronic approval and signature by authorized leadership.
(2) Transfer the forms via the Policy Approval Software (TCS) as follows:
- Transfer Forms No. C70a-HD and C70b-HD to Department of Finance and Accounting/ Division of Planning and Finance for payment processing in accordance with regulations;
- Transfers Form No. D03-TS to the Division of Contribution Collection and Participant Development for issuance of health insurance cards to eligible individuals;
- Transfer Forms No. C70a-HD and C70b-HD to the District/Regional Receipt and Result Delivery Department for dossier archiving, result notification to applicants, and updating results into the National Public Service Portal.
The maximum time limit for benefit settlement and payment is 06 working days for organizations and 03 working days for individuals from the date of receipt of complete dossiers as prescribed.
The procedure for settlement of sickness and maternity benefits under Section III of Decision No. 1674/QĐ-BHXH/2025 marks a significant advancement in the digitalization and streamlining of administrative procedures by Vietnam Social Security. The implementation of electronic dossier submission through the Vietnam Social Security Public Service Portal, combined with automated processing and verification, reduces time and effort for both citizens and Vietnam Social Security authorities, while enhancing transparency and accuracy in benefit disbursement.
Decision No. 1674/QĐ-BHXH/2025 shall take effect from July 1, 2025.
