On May 12, 2025, Vietnam Social Security issued Decision 1455/QD-BHXH 2025 on the process of receiving unemployment insurance (UI) payment records via the Vietnam Social Security Public Service Portal.

The procedure for receiving dossiers for payment of unemployment insurance regimes on the Vietnam Social Security Public Service Portal under the Ministry of Finance, issued with Decision 1455/QD-BHXH in 2025, is as follows:
Step 1: Receiving electronic dossiers
- The Reception and Result Delivery Department of the Social Security agency will receive the list of decisions on the following cases: new benefits, adjustment, suspension, continuation, termination, transfer, cancellation of benefits, withdrawal of unemployment benefits or reservation of unemployment insurance payment period.
- The dossier is transferred to the Social Security Regime Department via the File Reception and Management Software, after receiving it from the Employment Service Center (DVVL) via the Social Security DVC Portal.
Step 2: Making a payment list
The Social Security Regime Department checks and compares the dossier with the information in the decision to receive unemployment benefits, and with the social security, unemployment insurance, retirement, and death benefit data under management.
If the profile is complete and accurate, update it in the Policy Management Software and create a TCTN Payment List (Form C72b-HD). This list will be electronically signed by the Director of the Regional Social Insurance and sent to the Financial Planning Department (KHTC) to proceed with payment to the employee.
In case the profile is incomplete or incorrect:
- If the information is incomplete or incorrect, within 01 working day, the officer will create a Notice of additional profile (Form No. 01/TB-HSB), submit it to the Regional Social Insurance Leader for electronic signature and send it to the DVVL Center to supplement the profile.
- The provisions in Decision 1455/QD-BHXH in 2025 shall be applied when there are changes or additions from legal documents or new procedures.
- For provincial and district-level Social Insurance: During the period when the new organizational model has not been implemented according to Decision 391/QD-BTC of the Ministry of Finance in 2025, provincial and district-level Social Insurance will perform tasks according to the functions and tasks of regional Social Insurance.
Thus, the process of receiving unemployment insurance payment records on the Vietnam Social Insurance Public Service Portal according to Decision 1455/QD-BHXH of 2025 is a strict, highly digitized process to ensure accuracy, transparency, and efficiency. From the stage of receiving electronic records to making payment lists and handling errors, every step is clearly defined, with coordination between relevant departments.
