According to Report No. 219/BC-BNV dated January 11, 2025, the Ministry of Transport will transfer the responsibility for conducting driving tests and issuing motor vehicle driver's licenses to the Ministry of Public Security.

On February 28, 2025, the Minister of Public Security issued Circular No. 12/2025/TT-BCA, which stipulates regulations on driving tests, issuance of driver's licenses, and issuance and use of international driver's licenses.
According to Clause 2, Article 21 of Circular No. 12/2025/TT-BCA, the dossier for reissuing a driver’s license includes:
1. A request for a driver's license renewal, using the prescribed form in Appendix XII of Circular 12/2025/TT-BCA.
2. A driver’s health certificate issued by a qualified medical establishment according to regulations of law on medical examination and treatment is still valid (not required for holders of class A1, A, and B1 licenses)
3. A valid passport (for foreigners or Vietnamese citizens residing abroad).
4. Other documents verifying personal information such as date of birth, full name, nationality, place of birth, and residence (e.g., Identity card, Citizen Identity Card, etc.).
Once the application dossier is completed, individuals must submit it directly to the commune-level police office where a designated reception point is located, or to the Traffic Police Division, or submit it online via the public service portal.
Dossier processing procedure follows these steps:
- Step 1: Dossier Reception
+ The Traffic Police Department or the commune-level police office at the designated reception point will check and verify the driver's license information in the driver's license database. If the license information is unavailable, a formal request for verification must be submitted using Form No. 01 in Appendix XI of Circular 12/2025/TT-BCA. The dossier will not be processed until verification is completed.
+ If the driver's license is not eligible for renewal, the applicant will be notified of the rejection. If the application is incomplete or incorrect, the applicant will be informed of the necessary corrections within two working days from the date of submission.
+ The Traffic Police Department or the commune-level police office will then enter the application data into the electronic system, print a result notification slip, or send a result notification via the online public service system.
- Step 2: License Issuance
+ Within one working day from receiving a complete and valid dossier, the Traffic Police Division will transfer the data to the Traffic Police Department for centralized management and issuance of the driver’s license. The license information will be integrated into the electronic database and the electronic identity system within three working days from receiving the valid dossier. The Traffic Police Division will print and issue the driver’s license within five working days from receiving the complete dossier.
+ The issued driver's license will be provided at the designated reception point of the Traffic Police Division or the commune-level police office. Alternatively, individuals may opt for postal delivery. If the dossier was submitted via the online public service system, the driver’s license will be delivered only to the registered individual. When receiving the new driver’s license, the applicant is responsible for returning the old license for disposal, except in cases where the license is integrated and currently suspended.
Important Note: If a driver wishes to downgrade their license to a lower category, they must indicate this in Appendix XII of Circular 12/2025/TT-BCA and take full responsibility for the declaration.
In conclusion, as of March 1, 2025, the Ministry of Public Security will take over the management of driver’s license reissuance, as regulated by Circular 12/2025/TT-BCA. Applicants must prepare and submit the required documents either in person at designated police offices or online via the public service portal. To ensure uninterrupted legal compliance while driving, individuals should carefully follow the new procedures.
Circular 12/2025/TT-BCA takes effect from March 1, 2025.
