On December 30, 2024, the Minister of Education and Training issued Circular 29/2024/TT-BGDĐT regulating extra teaching and learning.

Accordingly, extra teaching and learning outside of school must comply with the following regulations:
- Organizations or individuals organizing extra-teaching and learning activities outside of school that collect money from students (hereinafter referred to as tutoring establishments) must comply with the following requirements:
+ Business registration according to the provisions of law;
+ Publicize on the electronic portal or post at the place where the tutoring facility is located about the subjects being taught; Extra teaching time for each subject by each grade level; location, form, and time of organizing extra teaching and learning; List of tutors and tuition fees charged before enrolling in tutoring and tutoring classes (according to Form No. 02 in the Appendix attached to Circular 29/2024/TT-BGDĐT).
- Tutors outside of school must ensure good moral qualities; Have professional capacity appropriate to the subject involved in tutoring.
- Teachers who are teaching at schools participating in extra-teaching outside of school must report to the Principal or Director or head of the school (hereinafter referred to as Principal) on the subject, location, form, and time of participating in extra-teaching (according to Form No. 03 in the Appendix attached to Circular 29/2024/TT-BGDĐT).
Circular 29/2024/TT-BGDĐT takes effect from February 14, 2025.
