On June 27, 2024, the 15th National Assembly at the 7th Session approved the Law on Road Traffic Order and Safety No. 36/2024/QH15, effective from January 1, 2025.

Accordingly, the Law on Road Traffic Order and Safety 2024 has a number of new points as follows:
Firstly, at Point a, Clause 1, Article 57 of the Law on Road Traffic Order and Safety 2024, a driving license includes the following classes:
"a) Class A1 is granted to drivers of two-wheeled motorcycles with a cylinder capacity of up to 125 cm3 or an electric motor power of up to 11 kW;"
This is a new point compared to the previous provision, Point a, Clause 2, Article 59 of the Law on Road Traffic 2008.
Starting from January 1, 2025, A1 driver's license is allowed to drive a two-wheeled motorcycle with a cylinder capacity of up to 125 cm3 or an electric motor power of up to 11 Kw instead of a two-wheeled motorcycle driver with a cylinder capacity of 50 cm3 to less than 175 cm3 as before.This regulation aims to ensure traffic safety and be in line with the development of modern vehicles.
Note: If you are owning an A1 license of the old law, there is no need to worry because the new law has the following transitional provisions: In case an individual participates in the exam and is granted an old A1 driver's license before 01/01/2025 but does not need to be renewed or re-issued, from 01/01/2025, this old A1 driver's license will still be able to continue driving a two-wheeled motorcycle with a cylinder capacity from 50 cm3 to less than 175 cm3 or with an electric motor capacity of from 04 kW to less than 14 kW shall comply with Point a, Clause 2, Article 89 of the Law on Road Traffic Order and Safety 2024
Secondly, Clause 2, Article 57 of the Law on Road Traffic Order and Safety 2024 stipulates as follows:
"2. Persons with disabilities who drive three-wheeled motorcycles for persons with disabilities shall be granted class A1 driving licenses."
Thus, from January 1, 2025, people with disabilities who drive 3-wheeled motorcycles will use class A1. This regulation continues to inherit and promote from the Law on Road Traffic 2008, helping to ensure that people with disabilities can continue to use the A1 driver's license but also optimize the management and ensure traffic safety.
Note: The Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2025, except for the following cases:
- Clause 3, Article 10 of the Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2026.
- The Law on Road Traffic 2008 expires from the effective date of the Law on Road Traffic Order and Safety 2024, except for the cases specified in Clauses 1, 2, 5 and 6, Article 89 of the Law on Road Traffic Order and Safety 2024.
The Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2025.
