On April 26, 2024, the Ministry of Transport issued Circular No. 11/2024/TT - BGTVT regulating the service fees for vehicle documentation for motor vehicles exempt from initial inspection and the service of reprinting Inspection Certificates and Inspection Stamps for motor vehicles, effective from June 15, 2024.

(1) Regulations on vehicles exempt from initial inspection
Motor vehicles exempt from initial inspection are motor vehicles (including: cars; trailers, semi-trailers pulled by cars) that are exempt from initial inspection according to the provisions of Circular No. 16/2021/TT-BGTVT dated August 12, 2021, of the Minister of Transport regulating the inspection of technical safety and environmental protection of road motor vehicles (amended and supplemented by Circular No. 02/2023/TT-BGTVT dated March 21, 2023, Circular No. 08/2023/TT-BGTVT dated June 2, 2023).
(2) Regulations on service fees for vehicle documentation for motor vehicles exempt from initial inspection and the service of reprinting Inspection Certificates and Inspection Stamps for motor vehicles, and responsibilities of related organizations and individuals
- The fee for vehicle documentation for motor vehicles exempt from initial inspection is: 46,000 VND/vehicle; the fee for reprinting Inspection Certificates and Inspection Stamps for motor vehicles is: 23,000 VND/time/vehicle. (The service fees specified in this clause include the cost of collecting the fee for issuing Certificates of technical safety and environmental protection inspection for motor vehicles but do not include value-added tax as prescribed by law);
- Inspection units use service invoices as prescribed in Decree No. 123/2020/ND-CP dated October 19, 2020, of the Government regulating invoices and documents; Circular No. 78/2021/TT-BTC dated September 17, 2021, of the Minister of Finance guiding the implementation of some articles of the Tax Administration Law dated June 13, 2019, Decree No. 123/2020/ND-CP dated October 19, 2020, of the Government regulating invoices and documents;
- Inspection units are obliged to disclose information and list service prices according to price laws, implement tax policies, pay taxes according to current tax laws and tax administration;
- Organizations and individuals provided with vehicle documentation services for motor vehicles exempt from initial inspection and reprinting services for Inspection Certificates and Inspection Stamps for motor vehicles by inspection units are responsible for paying service fees to inspection units according to the rates specified in this Circular.
Thus, Circular No. 11/2024/TT-BGTVT has specified the types of vehicles exempt from initial inspection and regulations on service fees for vehicle documentation for motor vehicles exempt from initial inspection and the service of reprinting Inspection Certificates and Inspection Stamps for motor vehicles, and responsibilities of related organizations and individuals.
Circular No. 11/2024/TT-BGTVT takes effect from June 15, 2024.
