On March 31, 2024, the Government issued Decree 34/2024/ND-CP regulating the List of dangerous goods and transportation of dangerous goods by road motor vehicles and inland waterway vehicles. In particular, specific regulations on conditions for transporting dangerous goods by road vehicles take effect from May 15, 2024.

Specifically, Decree 34/2024/ND-CP stipulates the conditions for transporting goods by road transport as follows:
(1) Conditions for people involved in transporting dangerous goods
According to Decree 34/2024/ND-CP, people involved in transporting dangerous goods by road transport must ensure the following conditions:
- The driver of a vehicle transporting dangerous goods must ensure that he/she meets all conditions for driving the vehicle and is trained and issued a certificate of completion of the dangerous goods safety training program as prescribed in Clause 1 of this Article Decree 34/2024/ND-CP;
- Escorts, warehouse keepers, and dangerous goods handlers must receive safety training and be issued a certificate of completion of the safety training program on the type of dangerous goods they escort, load, and unload or store.

(2) Conditions for vehicles transporting dangerous goods
Vehicles transporting dangerous goods by road must meet the conditions specified in Decree 34/2024/ND-CP including:
- Vehicles must be eligible to participate in traffic according to the provisions of law.
Specialized equipment of vehicles transporting dangerous goods must ensure national standards or national technical regulations or according to regulations of specialized management ministries.
- Vehicles transporting dangerous goods must have dangerous goods logos attached. If there are many different types of dangerous goods on a vehicle, the vehicle must have all the logos of those types of goods affixed.
The location of the logo stickers on both sides, front and rear of the vehicle ensures easy observation and recognition.
- Vehicles transporting dangerous goods, after unloading all dangerous goods, if they do not continue to transport that type of goods, must be cleaned and the dangerous logo removed or removed from the vehicle transporting dangerous goods.
The transport unit and vehicle driver are responsible for cleaning and removing or removing the dangerous logo on the vehicle when not continuing to transport that type of dangerous goods.
Thus, the conditions for transporting dangerous goods by road transport need to meet the conditions regarding the people involved in the transport and the means of transporting the goods mentioned above.
Decree 34/2024/ND-CP takes effect from May 15, 2024.
