Accordingly, the price list for calculating registration fees for cars and motorbikes attached to Decision 2353/QD-BTC dated October 31, 2023 includes:
Table 1: Regulations on registration fee calculation for cars carrying 9 people or less
- Part 1a. Regulations on registration fee calculation prices for imported passenger cars of 9 people or less (4,553 types);
- Part 1b. Regulations on registration fee calculation prices for domestically produced and assembled passenger cars of 9 people or less (962 vehicle types).

- Part 2a. Regulations on registration fee calculation prices for imported pick-up cars and vans (249 types of vehicles);
- Part 2b. Regulations on registration fee calculation prices for domestically produced and assembled pick-up cars and vans (108 types of vehicles).

In addition, Decree 10/2022/ND-CP stipulates: Registration fee rates when buying new motorbikes and new cars, specifically:
1) Registration fee rate when buying a new motorbike
Based on the provisions of Decree 10/2022/ND-CP, the registration fee rate when buying a new motorbike (paying the registration fee for the first time) is 2%; Particularly for motorbikes of organizations and individuals in centrally run cities; provincial cities; The town where the Provincial People's Committee is headquartered shall pay the first registration fee at a rate of 5%.
In particular, centrally run cities and provincial cities; The town where the People's Committee of the province or centrally run city is headquartered is determined according to the state administrative boundary at the time of registration fee declaration, in which: Centrally run cities include all all districts directly under the city, regardless of whether they are inner city or suburban districts, urban or rural; Provincial cities and towns where the Provincial People's Committee is headquartered include all wards and communes of the city and town, regardless of whether they are inner cities, inner cities or suburban or suburban communes.
2) Registration fee rates when buying a new car
Based on the provisions of Decree 10/2022/ND-CP, the registration fee rate when buying a new car (first registration fee payment) is 2%; private:
- Passenger cars with 9 seats or less (including pick-up cars): pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher levy to suit the actual conditions in each locality, the People's Council of the province or centrally run city shall decide to adjust the increase but not exceeding 50% of the prescribed levy. general at this point.
- Pick-up cars carrying goods have a permissible transport weight of less than 950 kg and have 5 seats or less, VAN trucks have a permissible traffic volume of less than 950 kg. Pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.
- Battery-powered electric cars:
+ Within 3 years from the effective date of this Decree: pay the first registration fee at a rate of 0%;
+ Within the next 2 years: pay the first registration fee at a rate equal to 50% of the rate for gasoline and diesel cars with the same number of seats.
