On November 16, 2024, the Minister of Health issued Circular No. 36/2024/TT-BYT, stipulating health standards and medical examinations for drivers and operators of specialized motorcycles; periodic health check-ups for automobile drivers; and the database on the health of drivers and operators of specialized motorcycles.

The health standards for drivers and operators of specialized motorcycles are stipulated in Appendix I issued together with Circular No. 36/2024/TT-BYT. According to Clause 2, Article 2 of Circular No. 36/2024/TT-BYT, the health standards for drivers and operators of specialized motorcycles are specified as follows:
- Health standards are categorized into three groups
+ Group 1: Applicable to health examinations for obtaining a driving license of categories A1, B1, and for operators of specialized motorcycles.
+ Group 2: Applicable to health examinations for obtaining a driving license of categories A and B.
+ Group 3: Applicable to health examinations for obtaining a driving license of categories C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE.
- Drivers holding a driving license issued before January 1, 2025, who apply for an upgrade or reissuance from category A1 to category A (as stipulated in Point a, Clause 3, Article 89 of the 2024 Law on Road Traffic Order and Safety), must meet the health standards of Group 1 for their medical examination. The condition for upgrading or reissuing the license is that the individual is only permitted to operate two-wheeled motorcycles with an engine displacement of less than 175 cm³ or an electric motor power of less than 14 kW.
- Regulations for persons with disabilities
Medical examinations for persons with disabilities applying for a category A1 or category B driving license, as specified in Clause 2, Article 57 of the 2024 Law on Road Traffic Order and Safety, must comply with the health standards in Appendix I issued with Circular No. 36/2024/TT-BYT. However, they are exempt from musculoskeletal specialist examinations.
Caution: The health standards outlined above do not apply to operators of motorbikes (as stipulated in Clause 2, Article 1 of Circular No. 36/2024/TT-BYT).
Circular No. 36/2024/TT-BYT will take effect on January 1, 2025.
