On November 6, 2024, the Prime Minister issued Telegram No. 112/CD-TTg, calling for a focused resolution of pending projects and construction halts, with urgent implementation to avoid waste and loss.

Recently, the government has issued multiple directives to address challenging projects, resulting in many constructions being completed and put to effective use. However, there are still many prolonged projects, such as the Can Tho Oncology Hospital and flood prevention projects in Ho Chi Minh City, leading to waste and public dissatisfaction.

To resolve these issues effectively and expedite the completion and use of lingering projects, the Prime Minister requires:

1. Ministers, heads of ministries, governmental agencies, and chairpersons of People’s Committees of provinces and centrally governed cities must thoroughly understand and effectively implement the directives from the General Secretary regarding waste prevention. They should efficiently carry out the Government’s resolutions and the Prime Minister’s directives on the effective use of resources and prompt implementation of projects to prevent loss and waste, particularly for stalled projects, ministry headquarters, state-owned commercial banks, and state investment projects in corporations and hospitals.

2. Immediate actions must be taken by ministers and heads of agencies to:

- Review and compile a complete list of pending projects, construction halts, and unused or inefficiently used government facilities within their management scope.

- Quickly develop a plan to address pending projects and construction delays, as well as to efficiently utilize government buildings, with a report to the Prime Minister by November 30, 2024:

+ Clearly define responsibilities, tasks, timelines, and executing agencies to facilitate monitoring and evaluation.

+ For matters within their authority, proactively resolve any issues and mobilize resources to swiftly implement and complete stalled projects to achieve their intended goals. Optimize the use of government facilities, especially after administrative unit adjustments.

+ For matters beyond their authority, promptly review and report on the issues, propose solutions, and identify responsible agencies for timely decision-making, reporting to the Prime Minister for guidance before November 30, 2024.

Additionally, accountability should be established for individuals and organizations responsible for delays in projects. The Government Office will monitor and urge compliance with this dispatch.

This dispatch aims to enhance the efficient use of resources, promote socio-economic development, and restore public confidence.
