On October 24, 2024, the Government Office issued Notification No. 487/TB-VPCP, concluding the online conference on the expansion of the pilot project for the electronic health record system and the issuance of criminal record certificates through VNeID nationwide.

Accordingly, the specific goal in the coming period is for 100% of healthcare facilities and 40 million citizens to use the electronic health record system. After 2025, every Vietnamese citizen, including those without health insurance cards, will have an electronic health record on the VNeID application, and 30% of people will have electronic medical records when visiting healthcare facilities. To achieve this goal, ministries, sectors, and local authorities need to proactively implement specific tasks to ensure the progress and effectiveness of this pilot program, monitor and report results to the Prime Minister. Ministries and local authorities should act based on the following key priorities:
- Accelerating digital transformation and administrative reform.
- Strengthening data connectivity and developing digital infrastructure.
- Supporting citizens to use online public services, especially in remote and disadvantaged areas.
Thus, after 2025, every citizen will have an electronic health record on the VNeID application. To achieve this goal, ministries, sectors, and local authorities need to proactively carry out specific tasks to ensure progress and effectiveness.
