On June 29, 2023, the Government issued Decree No. 42/2023/ND-CP regulating the adjustment of pensions, social insurance allowances and monthly allowances.

Accordingly, the subjects of application, time and rate of adjustment of pensions, social insurance benefits and monthly allowances applied from August 14, 2023 are as follows:

Firstly, Subjects of application
- (a): Cadres, civil servants, workers, public employees and employees (including those who have time to participate in voluntary social insurance, retirees from Nghe An farmer's social insurance fund transferred to Nghe An farmers' social insurance fund) transferred under Decision No. 41/2009/QD-TTg); military personnel, people's police and cipher workers who are enjoying monthly pensions;
- (b): Officials of communes, wards and townships prescribed in Decree No. 92/2009/ND-CP, Decree No. 34/2019/ND-CP, Decree No. 121/2003/ND-CP and Decree No. Decree No. 09/1998/ND-CP;
- (c): Persons who are receiving monthly allowance for loss of working capacity as prescribed by law; people who are receiving monthly allowance under Decision No. 91/2000/QD-TTg, Decision No. 613/QD-TTg; rubber workers are enjoying monthly allowance under Decision No. 206-CP;
- (d): Commune, ward and township officials who are receiving monthly allowances under Decision No. 130-CP and Decision No. 111-HDBT;
- (đ): Soldiers are enjoying monthly allowance according to Decision No. 142/2008/QD-TTg (amended and supplemented by Decision No. 38/2010/QD-TTg);
- (e) People's Public Security is receiving monthly allowance under Decision No. 53/2010/QD-TTg;
- (g) Military personnel, people's police, people doing cipher work receive salaries like soldiers and people's police who are receiving monthly allowance according to Decision No. 62/2011/QD-TTg;
- (h): Person who is receiving monthly labor accident and occupational disease allowance.
- (i): Person who is receiving monthly survivorship allowance before January 1, 1995.
Note 1: The subjects specified at Points a, b, c, d, đ, e and g above take leave to enjoy pensions, social insurance benefits, monthly allowances before January 1, 1995, after making adjustments as prescribed in The second part, the pension, social insurance allowance or monthly allowance is under VND 3,000,000/month.
Second, Time and level of adjustment
From July 1, 2023, the adjustment is as follows:
- Increase by 12.5% on the pension, social insurance allowance and monthly allowance of June 2023 for the subjects specified in The first part which has been adjusted according to Decree No. 108/2021 /ND-CP.
- An increase of 20.8% on the pension, social insurance allowance and monthly allowance of June 2023 for the subjects specified in The first part not yet adjusted according to Decree No. 108/2021 /ND-CP.
Note 2: From July 1, 2023, people who are enjoying pensions, social insurance allowances, monthly allowances as prescribed in Note 1, after adjusting according to the above provisions, have the following benefits: less than 3,000,000 VND/month, they will be adjusted to increase as follows: Increase by 300,000 VND/person/month for those who have less than 2,700,000 VND/person/month; increase to 3,000,000 VND/person/month for those who enjoy from 2,700,000 VND/person/month to less than 3,000,000 VND/person/month.
Third, Effectiveness
The above policy takes effect from August 14, 2023. The above provisions will be implemented from July 1, 2023.
