The Decree stipulates the conditions for establishing a high-tech park.

Specifically, in Decree 10/2024/ND-CP, to establish a high-tech park, the following general conditions must be met:
- In accordance with regional and provincial planning approved by competent authorities;
- Has an appropriate area size and is feasible in terms of land use; suitable natural conditions;
- Has favorable infrastructure conditions and traffic location;
- Ability to associate with highly qualified research and training facilities;
- Have a feasible plan for human resources and a professional management team for the high-tech park;
- Have a feasible plan to mobilize resources to invest in building technical and social infrastructure systems of high-tech zones; ensure the balance of the state budget (if any);
- Have a feasible plan to build housing areas and public works adjacent to or around the high-tech park to ensure serving the lives of experts and workers working in the high-tech park according to needs and progress. high-tech park construction;
- Meets environmental protection conditions according to the provisions of law on environmental protection;
- Ensuring national defense and security.
Besides, in some cases, establishing a high-tech park requires additional conditions, specifically:
For high-tech zones specified in the Law on High Technology:
- Meets general conditions;
- In accordance with the State's policy on developing high technology and high-tech industry;
- Meet the conditions to implement the tasks of the high-tech park;
- Have a feasible plan to provide convenient technical infrastructure and services to meet the requirements of high-technology research, application and development activities; high-tech incubation, high-tech business incubation; trial production of high-tech products; providing high-tech services.
Conditions for establishing high-tech agricultural zones:
- Meets general regulatory conditions;
- In accordance with agricultural development strategies and plans;
- Meet the conditions to implement the tasks of the high-tech agricultural zone;
- Have a feasible plan to provide convenient technical infrastructure and services to meet the requirements of research, training, testing and demonstration of high-tech applications in the agricultural sector.
Thus, when establishing a high-tech park, it is necessary to meet the conditions in Decree 10/2024/ND-CP.
Decree 10/2024/ND-CP takes effect from March 25, 2024.
