Accordingly, in Resolution 129/NQ-CP dated August 18, 2023, medical examination and treatment facilities are allowed to use drugs, supplies and biological products purchased from the state budget for epidemic prevention and control. Principles of payment and payment to the state budget when using drugs and COVID-19 prevention and control supplies purchased from the state budget into service collection are as follows:
1. For drugs, supplies and biological products purchased from the state budget for the prevention and control of COVID-19 on the list of paid health insurance funds
- Patients with health insurance cards: Medical examination and treatment facilities are only entitled to pay and collect from the patient's copayment equal to the purchase price in accordance with the bidding law, but not higher. prices paid by the social insurance agency for medical examination and treatment facilities from August 18, 2023.
- Persons without health insurance cards: Medical examination and treatment facilities can only collect from patients equal to the purchase price according to the provisions of the bidding law but not higher than the price paid by the social insurance agency. payment for medical examination and treatment facilities from August 18, 2023.
From August 18, 2023, if the medical examination and treatment facilities do not have the price paid by the Health Insurance Fund, the price paid by the Health Insurance Fund for the medical examination and treatment facilities will be based on the price paid by the Health Insurance Fund. If there is still no price paid for by the Health Insurance Fund at other medical facilities in the province/city directly under the central government, the payment will be paid. equal to the purchase price in accordance with the law on bidding.

2.
